Job Title: Monitoring and Evaluation Officer/Biostatistician (No Experience Jobs)

Organisation: Ministry of Health (MoH)

Duty Station: Gulu Regional Referral Hospital (RRH), Gulu, Uganda

Reports to: Program Manager

 

About US:

Gulu Regional Referral Hospital (RRH) has received a grant from the United States Government through the United States Agency for International Development (USAID to implement a Government to Government (G2G) funded HIV and TB Health System Strengthening Project. The project aims at strengthening capacity of the RRH teams in HIV and TB service delivery, leadership, management, and accountability. Government to Government (G2G) is a USAID initiative to transition delivery of services and technical assistance to local partners including host government entities. The G2G initiative is also part of efforts to support local ownership and enhance the sustainability of results. The awards under this mechanism focus on HIV service delivery and health systems strengthening including public financial management. As one of the recipients of these awards.

 

Key Duties and Responsibilities:

  • Engage in the development of mathematical theory or apply statistical theory and methods to collect, organize, interpret, and summarize numerical data to provide usable information.
  • Oversee preparation of plans and budgets for health data collection.
  • Ensure that Health Management Information System is updated and maintained.
  • Oversee collection and analysis of data on health.
  • Ensures that measures for data security are implemented.
  • Participates in support supervision.
  • Provide support to programs for health research activities; Work with the M& E officers and other key staff in training implementing teams in M & E including imparting skills in data extraction, analysis, and use.
  • Ensure timely compilation and submission of reports.
  • Ensure proper use of allocated resources following GoU and donor requirements, policies and procedures and ensuring timely accountability.
  • Support the M & E lead to ensure timely implementation of data management activities including designing tools, collecting data, data cleaning, and analysis of data generated in the hospital.
  • Participate in the presentation of statistical reports to management, (monthly, weekly)
  • Actively participate in preparation of internal and external (regional) quarterly, data and performance review meetings
  • Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience:

  • The ideal applicant must have an Honours degree in either Biostatistics, Statistics, or Quantitative Economics or the equivalent from a recognized University/Institution
  • Possession of a post graduate degree in the relevant field would be of added advantage
  • Advanced knowledge of experimentation and statistical methods would be an added advantage
  • Working experience in statistical related work from a reputable organization will be an added advantage.
  • Must have demonstrated experience of HMIS, DHIS2 and other statistical packages and/ or data analysis software (e.g., SPSS, Excel, Epi Info, SMART, STAT and advanced computer skills (word-processing, spread sheets, and Databases)
  • Experience in handling large scale unstructured data.
  • Experience in SQL, as well as ability to learn more advanced data programming using Python etc.
  • Good oral and written communication skills in English.
  • Must be result focused and be able to work under pressure and tight deadlines.

Note that Health Workers recruited under this project will be appointed on Contracts Terms. These are full time jobs, employees in government service are not allowed to

apply. Salaries will be based on Government of Uganda Scale.

Relevant Documents include the following:

  • Academic and professional certificates (UCE, UACE, Professional Certificates, Diplomas, Degrees, Fellowships).
  • Evidence of training in specialized areas where applicable.
  • Letters of appointment where applicable.
  • Registration certificates and valid practicing licenses for health workers who are required by law to register with relevant Professional Councils.
  • National Identity Card.
  • An updated CV with contact information for 3 referees.
  • Shortlisted applicants will have the opportunity to present additional relevant qualifications.

It is emphasized that:

  • Only shortlisted candidates will be contacted.
  • Shortlisted candidates shall be required to bring their original certificates, letters of appointment where applicable, three copies of completed PSF 3, Registration Certificates and Valid Practicing Licenses, at the oral interview.
  • Candidates who will present forged certificates shall be handed over to the Police for appropriate action.
  • Health Workers who are on training must not apply.
