About US:
Gulu Regional Referral Hospital (RRH) has received a grant from the United States Government through the United States Agency for International Development (USAID to implement a Government to Government (G2G) funded HIV and TB Health System Strengthening Project. The project aims at strengthening capacity of the RRH teams in HIV and TB service delivery, leadership, management, and accountability. Government to Government (G2G) is a USAID initiative to transition delivery of services and technical assistance to local partners including host government entities. The G2G initiative is also part of efforts to support local ownership and enhance the sustainability of results. The awards under this mechanism focus on HIV service delivery and health systems strengthening including public financial management. As one of the recipients of these awards.
Key Duties and Responsibilities:
- Implement Ministry of Public Service and G2G guidelines/regulations/policies
- Conduct Training Needs Assessment for staff.
- Responsible for staff welfare and implement staff welfare programs.
- Monitor staff performance and compile time sheets.
- Manage staff payroll.
- To implement performance management plans and activities.
- To maintain and update HR management information.
- Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience:
- The ideal applicant must hold an Honours Bachelor Degree in Human Resource Management; or Social Sciences or Art or Commerce or Business Administration with a recognized bias in Human Resource field such as Human Resource Development or Human Resource Management or Organizational Development studies
- Work experience as a Human Resource Officer/ Manager from a reputable organization will be an added advantage.

Note that Health Workers recruited under this project will be appointed on Contracts Terms. These are full time jobs, employees in government service are not allowed to
apply. Salaries will be based on Government of Uganda Scale.

- Complete PSF 3 that can be downloaded from www.publicservice.go.ug
- Attach colored passport size photograph on the PSF 3
- Photocopy only the relevant documents and attach on the PSF 3
Relevant Documents include the following:
- Academic and professional certificates (UCE, UACE, Professional Certificates, Diplomas, Degrees, Fellowships).
- Evidence of training in specialized areas where applicable.
- Letters of appointment where applicable.
- Registration certificates and valid practicing licenses for health workers who are required by law to register with relevant Professional Councils.
- National Identity Card.
- An updated CV with contact information for 3 referees.
- Shortlisted applicants will have the opportunity to present additional relevant qualifications.

It is emphasized that:
- Only shortlisted candidates will be contacted.
- Shortlisted candidates shall be required to bring their original certificates, letters of appointment where applicable, three copies of completed PSF 3, Registration Certificates and Valid Practicing Licenses, at the oral interview.
- Candidates who will present forged certificates shall be handed over to the Police for appropriate action.
- Health Workers who are on training must not apply.
