Job Summary: IRC is seeking a Construction Supervisor – Play Matters for a five-year project, “Play Matters”, funded by the LEGO Foundation. The Play Matters – Sparking Lifelong Learning through Play aims to improve holistic learning and wellbeing outcomes for 800,000 school going children (aged 3-12+) in in refugee settlements and host communities in East Africa (Uganda, Ethiopia, and Tanzania). This project aims to build children’s social, emotional, cognitive, physical, and creative skills by influencing and changing behaviors of adults (parents, caregivers, teachers, community members
and policy makers) surrounding children to incorporate Learning through Play methodologies into regular interactions with children at school, home and in the community. The project is implemented in a consortium partnership with War Child Holland, Plan International, Behavioral Insights Team and Innovations for Poverty Action.
The Construction supervisor will mainly provide technical support within Shelter, Infrastructure, Water, and sanitation facilities, and assist in planning, implementation and follow up of sector activities within the area of responsibility (AoR).
Key Duties and Responsibilities:
- Initiate, plan, supervise and monitor the implementation of infrastructure construction and rehabilitation activities.
- Participate in the planning process and assessment of infrastructure and WaSH facilities for construction and or rehabilitation.
- Supervise and monitor the work of contractors, casual workers (masons), and participating groups.
- Support baseline data collection and implementation of the technical assessment.
- Together with the construction engineer, work on project technical reports.
- Coordinate with all internal and external stakeholders of the infrastructure projects.
- Oversee the Protection and Safety of workers/beneficiaries at project sites in close collaboration with the construction engineer and Field coordinators.
- Work in close consultation with the construction engineer, facilitate approval of site settings for specific Infrastructure and Water and sanitation activities
- Monitor progress of Infrastructure and Water and sanitation activities on day-to-day basis to ensure that contracted companies comply with approved specifications and work plan
- Liaise with the construction engineer and field coordinators to share possible obstacles to ongoing activities to seek for best solutions.
- Provide update/ highlights on progress of civil works activities on weekly basis.
- Ensure contractors avail adequate labour force, visitors register books and instruction notebooks on site.
- Liaise with District Engineering Departments to allocate sites necessary for development of infrastructures.
- Document and share key lessons and recommendations based on performance of specific contractors to help improve the quality of other Infrastructure and WaSH works
- In consultation with the Construction engineer, prepares designs and BoQs for any additional works identified during rehabilitation of schools’ infrastructure works contracts and accordingly advice management on other available cost-effective strategies.
- Take lead in guiding the IRC Team and government counterparts during joint field
- inspections to specific implementation sites.
- Any other duties as assigned by Supervisor
For Play Matters project specifically, the roles will include.
- Setup, plan, supervise and monitor the implementation of schools’ infrastructure rehabilitation activities at Bukere, Bwizira, Kabweza primary schools and ECDs, in Kyaka II settlement and host communities in Kyegegwa district and Glory land Primary school in Palabek settlement, Lamwo district.
- In consultation with the Construction engineer, prepares designs and BoQs for any additional works identified during implementation of specific civil works contracts and accordingly advice management on other available cost-effective strategies.
- Supervise and monitor the work of contractors, casual workers (masons), on rehabilitation of schools in Kyaka II settlement in Kyegegwa and Palabek settlement in Lamwo district.
- Monitor progress of schools Infrastructure rehabilitation works on day-to-day basis to ensure that contracted companies comply with approved specifications and work plan
- Liaise with the construction engineer and field coordinators to share possible obstacles to ongoing activities to seek for best solutions.
- Work in liaison with the Construction engineer, prepares designs and BoQs for any additional works identified during implementation of specific civil works contracts and accordingly advice management on other available cost-effective strategies.

- inspections to specific school infrastructure rehabilitation sites.
- Any other duties assigned by the supervisor.

Qualifications, Skills and Experience:
- The ideal candidate for the international rescue committee (IRC) construction supervisor job placement must hold a higher diploma/ national Diploma in civil and building engineering or another related field.
- Three years of years of practical field experience in construction/rehabilitation works for higher diploma holders and 5 years’ experience for diploma holders.
- Experience in Uganda is an added advantage.
- Experience in technical assessment and cost estimation for infrastructure works, setting out buildings, water, and sanitation facilities, Supervision of building construction and rehabilitation works, managing contractors and casual work force, and ability to understand and clearly interpret works specifications and drawings
- Ability to use engineering soft wares such as ArchiCad, AutoCAD, Revit architecture and MS office packages.
- Knowledge of local building regulations and international building codes as well as sphere standards.
