About US:

The Government of Uganda (GoU), represented by the Ministry for Kampala Capital City and Metropolitan Affairs (MKCC&MA), is planning to launch a new program to support special urban needs for infrastructure improvement – the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP), which will be supported throughout the implementation by a World Bank International Development Agency (IDA) Credit to the tune of US$566 million. The program support will be for a 5-year period, (FY 2022/23-2027/28), and will encompass support to urban infrastructure development, institutional strengthening and capacity enhancement, support to core Ministries related with these activities, as well as to program management arrangements and institutional strengthening.

 

The GKMA-UDP is designed using the Bank’s new lending instrument – Program for Result (PforR) whereby disbursement is linked to actual results agreed upon and realized on the ground. To mitigate any capacity risks, Government has decided to recruit a Program Support Team (PST) who will assist the MKCC&MA and the participating sub National entities in the implementation of the Program.

 

Key Duties and Responsibilities:

  • Prepare a communication strategy based on a stakeholder mapping exercise to identify key stakeholders, and develop appropriate messaging targeted at these audiences the projects will impact during its life cycle.
  • Support GKMA-UDP and the sub-national entities to undertake effective citizen and other stakeholder engagement activities to effectively and efficiently share information and communicate the results of the project.
  • In consultation with the PST and Ministry management, establish and implement effective external and internal communications strategy/practices, contributing to optimal coordination internally, within the different Ministries, Departments and Agencies (MDA) of government, the 9 sub-national entities and the World Bank.
  • Design and implement relevant internal/ external information/communications practices, systems and products.
  • Prepare advisory notes, fact sheets, talking points/briefings, and periodic updates on the projects, as well as regular updates to the Ministry’s website.
  • Manage Projects meeting records, shared folders and project archives, and support relaying of communications, soliciting and packaging relevant information/requests to PST and support packaging of necessary responses.
  • Coordinate Projects media relations, publication activities, including content management, publishing standards, design, translation, and dissemination, ensuring quality of all communication materials.
  • Provide constructive and timely advice on inclusion of communications components in all aspects of the projects, and advise PST and partners on consistent integration of effective communication practices, including project developments, updates and successes.
  • Regular coordination and complementary support to the PST Specialists, ensuring integrated approach to all reporting, and backstop as necessary.
  • Review media reports concerning activities of the projects and its stakeholders and communicate to PST accordingly. Prepare regular media updates and necessary responses as is necessary and assigned by PST.
  • Promote knowledge-sharing amongst PST, Ministry staff, sub-national entities and with other stakeholder agencies, and identify possible synergies.
  • Perform any other assignments as directed by management and that promote the good image of the projects and the Ministry.

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Masters’ degree in Journalism, Public Relations, Mass Communication, Media Studies, Development Communication or relevant field from recognized Institutions.
  • At least ten years of experience designing and implementing effective internal/external communications strategies, underscored by effective communication (writing) skills with Government of Uganda Ministries, Departments and Agencies and at least five years similar working experience with Donor funded Programs.
  • Proven experience and successful track record of implementing citizen and stakeholder engagement strategies and techniques.
  • Proven ability to deal with media and diverse stakeholders, including civil society and advocacy groups at national level
  • Excellent writing, speaking, presentation, interpersonal and diplomatic skills as well as ability to work collaboratively in a multi-stakeholder team environment
  • Proven experience managing crisis communication strategies.
  • Shall have a proven integrity record
