About USAID Project:

EGPAF is implementing USAID’s Uganda Health Activity (UHA) with the aim of helping to improve overall health system resilience and to increase the survival and well-being of vulnerable populations in USAID Uganda priority districts.

 

Job Summary:  Working as part of the district health team, s/he will assist, in the implementation of strong data quality maintenance systems in the district. The District Based Data Officer will work to promote quality data standards of various programs by ensuring the submission of accurate, timely, valid data to inform in the established system to inform program improvement and reporting.

 

Key Duties and Responsibilities:

  • Liaise with the different program technical team leads in the district, for example, MNCH, HIV, PMTCT focal persons, Surveillance focal persons, etc to ensure that program-specific data is submitted by each facility whilst ensuring completeness, accuracy and validity.
  • Compile, sort, and verify the accuracy of data before it is entered into the district and MOH databases in a timely manner whilst ensuring the highest standards of data quality by comparing the data entered with source documents or re-entering verified data.
  • Assists in the compilation of statistical information for reports as may be needed by the DHOs office or EGPAF.
  • Undertake to enter and clean all the program and research data entered into the database in line with the guidelines/principles as detailed in district data entry protocols.
  • File maintenance programs to enter, store and/or retrieve information as requested or otherwise necessary, and summarizes data in preparation of standardized/statistical reports.
  • Participate in the district quality improvement activities which may include collecting/summarizing data and analyzing to inform the progress of quality improvement interventions.
  • Assist the district health office in data quality assessments and assurance activities as stipulated in the standard operating procedures and job aides.
  • Collect and submit additional data from health facilities not reported through the routine HMIS systems as may be required by the DHT or EGPAF.
  • Supports analysis of data to inform the monthly, quarterly, semi-annual, and, annual programmatic district performance reports and their submission by stipulated deadlines.
  • Support data auditing and verification to assure internal consistency and validity of project activity monitoring data reported
  • Support the interpretation and use of M&E data to inform program implementation.
  • Work with the project coordinator and evaluation officer to provide guidance and support to the program team in data management processes which will include, but not be limited to, data collection, analysis, and reporting on program indicators.
  • Provide all the necessary data and information required for the development of internal and external program performance progress reports.
  • Carry out any other duties reasonably assigned by the Supervisor.

Qualifications, Skills and Experience:

  • The applicant must hold a degree in Statistics, Computer Science, or equivalent.
  • At least three years of relevant professional experience working in HMIS and database management.
  • Practical experience in working with the government of Uganda’s health information systems.
  • Practical experience in working with the national health information systems at the district level.
  • Knowledge of medical records management procedures.
  • Training in computer applications is required plus a good working knowledge of computers with the ability to use Microsoft Word, Excel, PowerPoint, HMIS and other databases, etc
  • Excellent data analysis skills and ability to think concisely, and critically as well as distill information to lay audience .
  • Good numeracy skills.
  • Keen attention to detail and enjoy alphanumeric data entry.
  • Experience in handling collecting, collating and managing numerical data.
  • Must have passed mathematics at O’ level with at least a credit.

 

Competencies:

  • Team player with good interpersonal skills and the ability to work in a diverse social and cultural environment.
  • Excellent verbal and written communication skills in English, including the capacity to prepare and deliver formal presentations on programs and results.
  • Good data analysis skills and ability to think concisely, and critically as well as distill information to lay audience.
  • Ability to multi-task effectively and adhere to timelines.
