Job Summary: The Senior Climate Finance Technical Officer will support GGGI’s Uganda country program to identify and design green investment projects.
He/She will support the development of the investment pipeline, financial models, financing vehicle concepts and project proposals to attract funding from appropriate funding institutions, mechanisms and agencies such as international funds, bilateral and multilateral funding mechanisms, private equity funds, guarantee funds and other climate investors.
The Senior Officer will work as part of country program and team. GGGI works in close collaboration with the government partners in different ministries with the overall aim to support achievement of Uganda’s Nationally Determined Contributions (NDC) targets.
Key Duties and Responsibilities:
- Strengthen GGGI Uganda climate finance program in areas relevant to the objectives of funding mechanisms such as project and programme development, accounting, oversight, planning and monitoring and evaluation processes
- Advise MoFPED team to deliver an effective and innovative CFU within the Ministry.
- Mobilise and supervise consultants and staff to review, update and launch a national climate finance strategy.
- Prepare and submit quality concept notes
Engagement
- Build and maintain strong relationships with key officials in the government and other relevant public and private institutions.
- Ensure all stakeholders are and remain satisfied with GGGI’s service delivery, contributing positively to GGGI’s reputation.
- Engage and advise CFU on a day-to-day basis on climate finance
- Work with the CFU specifically and MoFPED in general to develop the mechanisms and policies to attract and implement climate finance effectively and efficiently
Delivery
- Lead the identification of key resource gaps in relation to those elements / sectors, building on extant investment plans, as well as any further work needed to ensure an investable plan is in place as the basis for a country trial of the Taskforce on Access to Climate Finance as launched at COP 26.
- Lead the identification of key capacity needs in relation to the partner government’s implementation of the pioneer country trial, as well as the preferred method(s) for in-country coordination
- Lead the preparation of innovative strategy and implementation plan/roadmap for the next phase of the taskforce work
- Lead the designing of the operating model of the CFU which includes any activities in relation to the Taskforce within the CFU at MoFPED
- Contribute and participate in climate finance related capacity building activities the staff of the CFU and other relevant MoFPED and GoU stakeholders
- Develop analytical knowledge products such as policy briefs, position, and policy papers on climate finance to support the MoFPED in undertaking evidence-based climate finance approaches.
- Facilitate MoFPED leadership to participate in UNFCCC and other climate finance relevant international negotiations.
- Lead CFU engagement with stakeholders including development partners, and Financing Mechanisms of the UNFCCC, development banks etc.
- Participate in project Formulation and ensure timely Submission to relevant Financiers
- Contribute to formulation of annual and medium term CFU Budgets and Work plans
- Coordinate the Taskforce on Access to Climate Finance country trial program
- Perform any other duties as may be assigned

Qualifications, Skills and Experience:
- The ideal applicant must hold a Master’s degree within the topics of Environment, Climate Change (Policy), Environment Finance; Natural Resource Management, Development studies, Public Administration, or other closely related field.
- 8+ years of professional experience in public and private sectors, ideally related to infrastructure and project finance, public Investment, project development, and fundraising.
- More than 5 years of developing project proposals with renown development partners such as World Bank, African Development Bank, Green Climate Fund, Global Environment Facility, European Union among others.
- 3+ years of substantial experience in business development, capital raising, and/or developing public-private partnerships with a successful track record in climate finance related activities.
- At least two years of international experience
- Experience working with government stakeholders in national and/or regional policy development and implementation in climate change activities is desirable
- Experience across multiple contexts, and an understanding of international policy debates and challenges in climate finance and economics
- Experience leading teams managing complex project portfolios including loan negotiations is desirable
- Experience in policy formulation, capacity building and multi-stakeholder engagement within the technical areas
- Good knowledge in monitoring and evaluation systems within a performance-based management context.
- Previous experience working on a successful GoU donor funded multi- year program is advantage
Functional
- Proven strong network within the international (climate) finance sector, proven experience with working with Government entities
- Good understanding of the (regional) financial markets in relation the Green Growth Development, with direct experience, an advantage.
- Good understanding of the local context and the relevant policy environment.
- Detail-oriented striving for quality and consistency in all outputs and communications.

- Understanding of green (climate) financing.
- Experience in mobilization of resources from financial institutions and development partners is a benefit.
- Ability to engage the private sector to become project partners, co-developers, investors, etc.;
