Job Summary: CRS recognizes that Homes and Communities are the foundations of family life. But, when disaster strikes, lives are shattered in the blink of an eye. The loss of a home has a grave impact on a family’s well-being, their identity, their security and safety. CRS recognizes that safe homes are the first step for families to rebuild their lives.
Using shelter as an entry point, CRS’ Homes and Communities (H&C) program aims to demonstrate how empowering communities through management of a local Community Center, promotion of social cohesion and livelihood skills-building, including training on climate-smart agriculture techniques, can lead to a more holistic, community-centered approach that will increase the resilience of extremely vulnerable host and refugee communities.
CRS is also part of the Uganda Evergreening Alliance and the Yumbe Regreening Consortium.
Key Duties and Responsibilities:
- Provide strategic technical management and oversight on agriculture activities throughout their design and implementation in line with CRS quality principles and standards and industry best practices. This includes supporting climate-smart agriculture implementation through a contextual analysis, analyzing the barriers for uptake of climate smart agricultural best practices and innovative practices, and formulating recommendations for smallholder farmers, partners and local governments.
- Provide technical direction and capacity strengthening to the project participants and partners to enhance program quality and impact.
- Monitor and document progress of the agriculture activities through field visits, meetings with consultant, reviewing of consultant’s reports and provision of feedback.
- Provide technical input into the development and implementation of the program agricultural MEAL framework and ensure integration of innovations and best practices.
- Lead the development and dissemination of learning papers of promising scalable agricultural practices and lessons learned to contribute to H&C’s learning agenda, as well as that of the Yumbe Regreening Consortium.
- Ensure timely and appropriate agriculture-related expenditures in line with detailed implementation and procurement plans, allocated budgets, and efficient use and stewardship of project material resources.
- Ensure effective partner management through periodic review of partners’ work plans and budget, follow-up, and timely submission of narrative and financial reports to facilitate proper tracking of resource use.
- Initiate and strengthen strategic relationships with key stakeholders such the Community Center Management Association, Yumbe Regreening Consortium, OPM, UNHCR, other NGO actors, district local government and refugee welfare committees to promote the scaling objectives of the agricultural component under the H&C program and Yumbe Regreening Consortium.
- Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the country program agricultural sector portfolio in line with agency, regional, and country program strategic priorities.
- Contribute to development and implementation of tailored climate-smart agriculture training and coaching programs for small holder farmers (including refugees and host communities), extension services providers (public, private, NGOs etc.), farmer cooperatives on climate-proofing agricultural production systems for selected crops.

Qualifications, Skills and Experience:
- The ideal applicant must hold a Master’s degree in agriculture, natural resource management, climate change adaptation, food security or related field with five years of relevant experience.
- At least three years’ experience in project management in livelihoods and food security, economic empowerment, and community development in rural/agro-pastoral contexts.
- Demonstrated ability to write high quality technical reports.
- Experience engaging with partner organizations
- Monitoring, Evaluation, Accountability and Learning (MEAL) skills and experience in the field of agriculture
- Demonstrated experience in managing partnerships with diverse stakeholders for a shared goal
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
- Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
- Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
- Good presentation and facilitation skills
- Proactive, resourceful, solutions-oriented, and results-oriented
- A capacity and desire to pass on skills and information, a confident communicator and willing to work in a collaborative and respectful way with target communities.
- Flexibility and ability to work under pressure and meeting deadlines in changing situations
- Knowledge and understanding of good practices in protection mainstreaming
- Knowledge of the local languages spoken by South Sudanese and host communities living in or near Bidibidi refugee settlement.
