About USAID CONNECT Project:
HealthPartners Uganda is currently implementing the USAID CONNECT Girls Center project, a cooperative development project building the capacity of local stakeholders to manage sustainable health cooperatives, increasing access to care, improving quality of care and strengthening the enabling environment while fostering socio-economic empowerment of girls and increasing access to design strategies and solutions.
Job Summary: Reporting to the Deputy Program Manager. Girl Center Officer will be responsible for building the capacity of the Girls center leaders to create the change, support GCs to set goals, identify indicators, measure and record progress, Lead GC initiatives and maintain progress toward goals with measurable results each month.
Key Duties and Responsibilities:

- Build cooperative and stakeholder ownership and capacity to create the change they want to see
- # of Girls and Boys 10-24 with Girls Center (GC) memberships
- # of non-member session participants at the centers
- Train GC leaders in partnerships management and support GCs to initiate partnerships and sign MOUs with organizations doing IGAs that address identified needs of members
- Train GCs in work planning and budgeting, follow up to ensure that activities in the plans are implemented to address needs of members
- Initiate a review of activities done each quarter with the GC steering committee to assess progress and use data to inform strategies
- Connect GCs to identified opportunities that can support the achievement of GC objectives
- Girl’s Centers increase uptake of preventive healthy behaviors
- Percentage (%) of GC participants who practice healthy preventive behaviors
- Median age at first intercourse
- Number of health facility deliveries
- Number of pregnant women attending 4 ANCs
- Coordinate efforts with GC steering committees, members, providers and DHOs so GC members can access:
- Provider healthy prevention talks 1x per month
- Peer educator/mentor/parent gender or health talk 1x per month
- DHE offers gender/health talk 1x per month
- Girls Centers effectively record their monthly progress toward goals and success stories
- Monthly GCPTTs accurately document indicator reporting data, progress toward goals, finances, and success stories.
- Support GCs to set goals, identify indicators, measure and record progress.
- Train GC members to effectively track lessons learned and adjust based on evidence.
- Train GC members in how to transparently budget and track finances with budgets versus actual and income and expenditure reports.
- Conduct quarterly or semi-annual visits in the community to validate youth IGA projects.
- Identify and facilitate opportunities for girls to serve in cooperative leadership roles
- Number of girls taking on leadership positions as a result of GC input
- # VSLA groups, #, age and phone number of participants
- Lead initiatives and maintain progress toward goals with measurable results each month
- VSLAs
- Cooperative communication (quarterly)
- Creative promotion strategies to increase membership
- Providers advocacy and partnership to have specific services for women and teens
- Library management and book club activities.
Quality reporting and leadership by example
- Your monthly reports follow guidelines and are submitted on time.
- Monthly reports are turned in by the 5th of every month, tracking progress toward CRS indicators, lessons learned and adjustments to be made in response to lessons learned, and GC indicators.
- Financial accountability
- Turn in timely, accurate receipts for time spent and all expenses incurred.
- Ensuring support to HealthPartners Uganda team
- Project activities and meetings are organized in time and are effective
- Provide cross-cutting support to the team as needed

Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Gender Studies, Social Science, Social Works and Social Administration or Community Development.
- Two years of working experience with Youth and Livelihood project
- Ability to work well under pressure, multitask and meet deadlines
- High integrity and details focused
- Good analytical skill
- Ability to learn and adapt
- Proficiency in use of Microsoft applications, including Excel and Word
- Good interpersonal skill
