About Project:
The Leave No One Behind Project (LNOB) is a multi-country programme of HI funded by the German Federal Foreign Office (AA) and carried out together with the Christoffel Blinden mission Christian Blind Mission e.V. (CBM) and the Institute for International Law of Peace and Armed Conflict (IFHV) at the Ruhr-University Bochum. It already completed two phases and is opening its Phase 3 which includes field implementation.
The project draws on the IASC Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action to help humanitarian actors better understand the human rights-based approach to disability in their work. Phase 3 is a combination of global and local interventions that builds on the results and good practices of the previous phases of the project and aims to benefit the entire humanitarian community.
In particular, the project is expanding its work to East and West Africa, including six pilot countries: Somalia and Somaliland, South Sudan, Uganda, Nigeria, Niger, and Cameroon. In these countries, the project will support the operationalisation of the IASC Guidelines and address the need for technical support, training and tools of local and international non-governmental organizations, UN agencies, and organizations of persons with disabilities. The work includes adapting sector-specific assessment tool-sets in the target countries to identify and monitor disability-specific needs, barriers and enablers for accessing protection and humanitarian services. Further, the aim is to strengthen in-country technical capacity in all six pilot countries by contributing to an inter-agency technical support mechanism on country coordination level.

Key Duties and Responsibilities:
Management.
Line manages the projects team members.
- Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences.
- Organises and leads regular team meetings.
- Manages the recruitment and selection of new team members.
- Ensures strict application and respect of the programme’s Internal Regulations by the project team.
Expertise
Provides the technical expertise for his/her team.
- Ensures that the activities implemented comply with international technical norms and standards.
- Adapts the project documentation to international technical norms and standards, when necessary.
- Runs technical training for his/her staff when relevant
- In charge of the technical quality and relevance of project activities implemented within his scope of expertise
- Ensures technical learning from projects by drawing on lessons learned and good practices
- Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
- Adjusts his/her activities to audit recommendations, if applicable.
- Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division.
- Manages relationships with technical authorities, local partners or other stakeholders.
Implementation and Monitoring.
Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures.
- Ensures the planning of activities and establishes action plans
- Ensures that activities are implemented in line with the project proposal and the allocated budget
- Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
- Prepares and monitors partnership agreements with implementing partners and other potential partners.
- Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project
- Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources.
Ensures project data management.
- Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards.
- Ensures that data related to the project is collected and compiled in the project database
- Carries out regular verifications and makes any necessary corrections in the activity database.
Ensures project reporting.
- Monitors the achievement of results and indicators, as per the logical framework
- In charge of producing the appropriate reporting tools: monthly situation report, PM Box
- Reports regularly to the line manager
- Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project.
- Guarantees the proper archiving of information.
Prepares and steers project evaluation and capitalization.
- Plans and monitors project evaluations.
- Produces project capitalization and learning from experience material.
Influence and Communication.
- Contributes to HI’s external influence by participating in relevant networks.
- Communicates on the project to partners, authorities and stakeholders when relevant.
Strategy and Business Development
- Contributes to programme or country operational strategy (StratOp)
- Drafts new project proposals for the continuity or expansion of the project
- Contributes to the drafting of new proposals for new opportunities.
Respect of HI identity, values, rules and policies
- KPI: HI identity, ethical, values, rules and procedures are well respected, promoted and preserved.
- Benchmark: HI code of conduct and ethic, HI mandate and values, HI rules and operating procedures, HI policies are known, understood, applied and respected by the PM and (his/her) project team.
Activities:
- In coordination with the Country Human Resources Manager and the Area Operations Manager:
- Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by team
- Know, understand, apply and respect HI security rules and make sure they are known, understood and applied by team.
- Regular refresher trainings are organized.
Qualifications, Skills and Experience:
- The Master’s degree in the field of Humanitarian Action or Development Studies or Bachelor’s Degree in either with proven equivalent professional experience.
- At least 3 years of professional experience in an NGO at managerial position.
- At least 3 years of professional experience in project cycle management.
- At least 3 years of professional experience in Humanitarian Response related field work.
- At least 3 years of experience in disability inclusion at project level, the international human rights framework and strategies for fighting exclusion and discrimination.
- Experience in delivering inclusive training for adults and workshop facilitation

Condition:
Starting Date: 1st November 2022
Length of contract: One-year renewable depending on performance and availability of funds
Gross Salary range: Ugx.6,633,631 to Ugx. 7,441,565 dependents on years of experience.
