Infectious Diseases Institute (IDI) is an independently governed institute within the College of Health Sciences at Makerere University and has the mission “To strengthen health systems in Africa, with a strong emphasis on infectious diseases, through research and capacity development.” IDI has operations across Uganda as well as in a number of other African countries and has a staffing of over 1,000 managing multiple projects in research, clinical services, public health and training.
Job Summary: The Senior Accountant will provide finance and operational support to the USAID OVC-Inter-regional Activity.
Key Duties and Responsibilities:
- Provide operational support for the project finance and administrative function, specifically, financial management and supply chain.
- In coordination with IDI F&A Department, Strategic Planning Department and Program Management Team, ensure project compliance with USAID and IDI financial procedures, rules, and regulations, as well as country regulations.
- Ensure timely submission of monthly and quarterly financial reports to Management and to the Funder, and any adhoc reports as requested
- Manage project’s payables and receivables accounts; ensure timely payments and that all paid invoices have the required supporting documentation per funder requirements. Follow up on all receivables and mitigate any potential risk of bad debts.
- Implement appropriate systems for management of and accounting for cash advances to field offices and sub grantees.
- Closely work with the F&O and Grants Managers in management of project budget, burn rate, financial projections and project cash flow management.
- Ensure timely quarterly submission of VAT report to the Funder.
- Review and post orders, payment vouchers (for bank and mobile money payments) and make the necessary adjustments to the project accounts in consultation with the F&O Manager.
- Manage and track project assets as guided by USAID and IDI asset management policy
- Support coordination of project financial performance reviews and audits.

Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s degree in a relevant business or finance field. Professional qualification and/or a Master’s degree is an added advantage.
- At least five years in similar financial, compliance, and operational role supporting US Government (USG) and international donor projects.
- Demonstrable experience managing the budgeting and financial reporting requirements for USG funded projects.
- Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures.
- Familiarity with USG Federal Acquisition Regulations and USG contracting rules.
- Strong organizational, problem-solving, interpersonal and relationship management skills.
- Excellent oral and communication skills
