Job Summary: Reporting to the GWP Eastern Africa Regional Coordinator, the Programme Officer’s primary responsibility is to support GWPEA’s implementation of the Somalia’s GCF Readiness project approved in 2021, with GWPO as Delivery Partner. The Programme Officer will also support programme implementation and programme development in the wider GWPEA portfolio, as directed by the Regional Coordinator. Further, the Programme Officer will contribute to fundraising efforts led by the Regional Coordinator, under the direction of the GWPEA Regional Steering Committee. The Programme Officer will be an integral part of the GWPEA team, developing and maintaining key strategic partnerships as well as supporting regional Knowledge Management and Network activities.
Key Duties and Responsibilities:
Implementation of Somalia GCF Readiness
Coordinate GWPEA and Somalia GCF Readiness PMU
- Ensure integration of Somalia GCF Readiness into GWPEA’s 3-year work programme and annual work plans.
- Serve as the RWP’s focal point for day-to-day coordination with the GCF Readiness’s Project Management Unit in Mogadishu, to ensure on-track, high quality delivery of substantive activities on the ground according to RWP-approved workplan.
- Establish weekly meetings with PMU team to monitor workplan implementation: review work completed and accountabilities, commitments for upcoming period, facilitating wider RWP support as needed on a rapid as needed basis. Provide technical and strategic guidance to PMU.
- Maintain and update project Risks & Mitigation Measures matrix, revisiting at each weekly PMU meeting.
- Provide updates on Somalia GCF Readiness at weekly RWP Programme meetings, including, but not limited to, (i) lining up engagement and inputs of RWP team members for implementation, (ii) alerting RWP on any changes to Risks & Mitigation Measures matrix, (iii) synergizing with delivery of other programmes and projects in the region.
- Review and provide feedback to PMU on TORs; activity concept notes; intermediate and final deliverables; monthly, quarterly, and semi-annual reports produced by PMU. Ensure technical review of the same by RWP programme team in terms of climate resilience, institutional, and gender and social inclusion expertise, and any other needed expertise. Obtain approval of Regional Programme Manager and Regional Coordinator, before items are passed on to GWPO for review in the role of Delivery Partner.
- Working closely with the Regional Gender Advisor for GWPEA WACDEP-G Programme, ensure gender analysis of detailed project workplan is undertaken, and gender and social inclusion expertise is provided to all activities and outputs of this project
- Work closely with GWPEA Regional Finance Officer and GWPEA Host Institution – the Nile Basin Initiative – to ensure smooth financial management of the technical activities which GWPEA provides substantive oversight on.
- Working with assigned members of GWPEA and NBI, ensure timely procurement of goods and services as specified in the project workplan, in alignment to approved project document.
- Identify programme development opportunities for GWPEA stemming from the implementation of this project, contributing to partnership development and management, and proposal development.
Strengthen capacity on GCF Readiness at regional and country levels
- Undertake online research and desk review, liaise with RWP Programme team and GWP Global Climate Team – to build needed technical capacity at GWPEA level to supervise and guide on-ground implementation of GCF Readiness by PMU. Curate knowledge gained and any capacity building material prepared. Establish and maintain filing system to build a GCF Readiness knowledge repository for GWPEA.
- Undertake a capacity needs assessment of PMU and GWPEA for the delivery of this GCF Readiness project. Design capacity building action plan under the guidance of Regional Programme Manager and Regional Coordinator. Implement capacity building plan.
- Participate in capacity building activities offered by the GWP Network, and by global and regional partners, to strengthen GWPEA’s capacity on GCF Readiness.
- Serve as go-to person for GWPEA on technical aspects of GCF Readiness.
- While building country-level capacity, support PMU in timely, high quality technical delivery of the approved project: see deliverables, outputs, targets in logical framework.
- Support PMU in liaising with NDA and country stakeholders, with the view of raising the profile of the Somalia Country Water Partnership, GWPEA, and GWPO as a GCF Readiness Delivery Partner.
Report progress and share learnings with other GWP Regions
- Participate in the bi-weekly, monthly, quarterly project progress review meetings with GWPO as Delivery Partner
- Participate in monthly cross-regional exchanges to share with and learn from other GWP Regions implementing GCF Readiness projects. Document learnings for GWPEA projects, and integrate learnings into implementation, revisiting at weekly meetings with PMU.
- Consolidate the 6-monthly technical and financial reporting on the project, ensuring clearance of the NDA, GWPEA, and HI, for reporting to GWPO and then to GCF
Drive Knowledge Management & Communications on GCF Readiness
- Develop and implement GCF Readiness Knowledge Management Plan for GWPEA.
- Work closely with Regional Communications Officer for the periodic review and strengthening of the project’s communications action plan. Support Regional Communications Officer, wider GWPEA, PMU in the implementation of the plan.
- On a monthly basis, synthesize progress, lessons and outcomes of GCF Readiness implementation to prepare technical and corporate communication pieces, learning briefs, and impact stories that feed into GWP knowledge systems, GWP website, GWP Toolbox
- Collaborate with GWP’s Monitoring & Evaluation, Learning, and Knowledge (MELK) teams to appropriately curate and disseminate communication material on the organization’s learning, communication, and M&E platforms to ensure visibility of GWP’s Global Water, Climate, Development Programme
Implementation of wider GWPEA programme portfolio
- Support implementation of wider GWPEA programme portfolio including the drought resilience for smallholder farmers and pastoralists in the IGAD region project (DRESS-EA), WACDEP-G, GWL, EURECCCA and others.
- Engage with, and support, target countries and partners to implement their respective country-specific program activities as outlined in the various project documents.
- Contribute to development of quarterly and annual workplans, progress reports, workshop reports, other technical tools and documents for the projects.
- Contribute to development of GWPEA annual workplans and three-year work programmes.
- Support in providing technical guidance to partners
- Support review of technical documents submitted by consultants
- Support in resource mobilization activities and programme development, including the identification, liaison and engagement with donors and international financial institutions as well as development of projects proposals. Liaise with and ensures strategic and operational partnerships with relevant stakeholders.
- Leads and/or assist in the planning, preparation and organisation of national, regional and international events including policy dialogues, consultative and training workshops and prepare related background documents, concept notes, agendas and reports
- Represents the organisation, as delegated by the Regional Coordinator.
- Undertake any other tasks, as requested by supervisor.

Qualifications, Skills and Experience:
- The applicant must hold an advanced degree (M.Sc.) or post graduate qualification in any or combination of the following fields: Climate change, disaster risk management, natural sciences, water resources management, economic policy, development studies, environmental and social sciences, or any equivalent educational background.
- At least 6 years post graduate qualification experience, including experience in project implementation in areas of climate change, disaster risk management, water and natural resources management. Experience in providing regional-level support to countries desirable.
- An in-depth understanding of the policy and institutional set-up of the Eastern Africa / IGAD region desirable.
- Well versed with global policy processes for climate change adaptation under the UNFCCC, and familiarity with NAPs, NAPAs, NDCs and climate finance mechanisms such as GCF, GEF, AF, and others a must.
- Demonstrated ability on program/project management, planning, supervision, budget implementation and monitoring a must.
- Track record of drafting GCF Readiness proposals, GCF/GEF/Adaptation Fund concept notes and funding proposals, and/or other climate finance proposals desirable. Successful fundraising track record an advantage.
- Excellent research and analytical skills, including ability to synthesize complex information into materials for both policy and practitioner audiences a must.
- Experience in building partnerships both for program/project implementation, for influencing policy and practice.
- Experience in policy related work, for example influencing policy at national level, conducting dialogues in the fields of water resources management, natural resources.
- Demonstrated ability to organize and facilitate capacity building activities in areas of climate change, water, drought and other disaster risk management or related areas at different levels (local-national-regional).
- Excellent written and oral English as the main working language is essential.
- Fully computer literate – skilled in using office applications – MS office (word, excel, power point) and email applications. Well versed in using remote working applications such as Zoom and MS Teams.
- Flexibility, creativity, and effectiveness in working collaboratively in a multi-cultural team environment.
- Proactive approach to meeting deadlines and delivering results with minimum supervision. Proven ability to work as part of a results-oriented team.
- Outstanding interpersonal and teamwork skills.
