The Electoral Commission of Uganda, also Uganda Electoral Commission, is a constitutionally established organ of the Government of Uganda, whose mandate is to “organise and conduct regular, free and fair elections” in the country, in an efficient, professional and impartial manner. It was established under Article 60 of the Constitution of the Republic of Uganda.
Job Summary: The Principal Election Officer/Database Administrator will be responsible for designing, implementing, and maintaining the Commission’s database system and keeping it safe, accessible, easy to understand and use.
Key Duties and Responsibilities:
- Designing, implementing and maintaining the Electoral Commission Voters Database and any other Database system in the Commission;
- Installation of new versions of DBMS software, application software, and other software related to DBMS administration including applying latest patches/upgrades;
- Developing and testing new software before it is moved into a production environment.
- Installing and configuring hardware and software with the Systems Administrator so that it functions optimally with the DBMS;
- Adding and removing users, administering quotas, auditing, and checking for IT security problems;
- Performing daily and weekly backup of Electoral Commission databases;
- Analyzing data stored in the database and making recommendations relating to performance and efficiency of that data storage including the effective use of indexes, enabling “Parallel Query” execution, or other DBMS specific features;
- Developing, maintaining and implementing the policies and procedures necessary to ensure the security and integrity of the corporate database;
- Data modeling and optimization in order to take the most advantage of the I/O subsystem;
- Proactively monitoring systems for optimum performance and capacity constraints;
- Interacting with and coaching developers in SQL scripting and programming languages;
- Developing, maintaining and testing Disaster Recovery Plan/Business Continuity Plan for the Commission;
- Responsible for the day-to-day management of the Data Center (SAN Room), ensuring adequate power supply & cooling and control of physical access;
- Responsible for the regular maintenance of the Data Center Hardware and Software.
- Any other official duties as may be assigned from time to time.

Qualifications, Skills and Experience:
- An Honors Bachelor’s Degree in Information Technology or Computer Science or statistics or computer engineering or information systems or mathematics or any other ICT related discipline from a recognized university or institution;
- A postgraduate diploma in Information Technology or Computer Science or e-Government Services or in any ICT related discipline from a recognized university or institution;
- Oracle certification or accreditation from a relevant professional body/association in IT or systems development and management.
- A minimum of six (6) years’ work experience, at least three (3) of which should have been served at the level of Senior IT Officer in database administration., software development, database architecture or a closely related field OR three (3) years of experience of performing duties related to database technologies such as oracle, MySQL, MS SQL, PostgreSQL, MongoDB in government or reputable organisation.
- Ability to compile and analyze data and prepare comprehensive reports;
- Ability to establish and maintain effective working relationships and interact with different stakeholders;
- Ability to observe and maintain confidentiality in the performance of duties;
- High integrity;
- Possession of expertise in IT service management, systems analysis, data management services and systems integration;
- Possession of knowledge and skills in IT and cyber security solutions;
- Demonstrable ability to effectively lead a team in managing ICT projects;
- Expertise in strategic management of government IT policies, laws and regulations;
- Clear understanding of the climate and culture of the organisation and how to use the language and approach that is generally acceptable to produce best responses.
- Age: Between twenty eight (28) years and fifty six (56) years
