Job Summary: The purpose of the role is to establish a generative Health, Safety and Environment Culture within the plant through the promotion, management and maintenance of the Corporate, Regional and business unit Health & Safety Policy, System and Guidelines; compliance and adherence to all the applicable local laws; providing expert advice on all related health & safety issues; and contribute in achieving the plant objectives.
The incumbent will be required to establish, manage and monitor Health, Safety and Environment standards, processes, communications, training and systems with the line organization that effectively control accidents and health exposures in the company, minimize safety citations and build desired safety Culture within Plant operations (Industrial).
Key Duties and Responsibilities:
Health, Safety and Environment;
- Guarantee that the company Complies with Health, Safety and Environment Rules and Regulations as per Holcim HSE Standards and Advisories including the country OSHA act and Labour laws
- Audit the compliance of the critical controls implementation at the plant and follow up on action closure of the gaps identified.
- Develop, maintain, implement, and communicate policies, Group standards, systems and guidelines to all employees and contractors.
- Plan, organize and implement relevant Health and Safety activities and programs in enhancing the plant safe work culture
- Provide expert advice and support on safety issues to, Plant Managers, Head of Departments and other Functional Heads in ensuring compliance and adherence to existing relevant local legislation, Holcim Policies and Guidelines and best industry practices.
- Coordinate, monitor, review and prepare reports on plant Health, Safety and Environment activities’ implementation, progress and performance (which include monitoring and analyzing the statistic and trend) and act as the communication link between the plant and the BU.
- Develop, guide, measure and lead the TBS (Team Based Safety) teams chaired by different department heads, this ensures that managers lead by example and the message is integrated in the normal job plans.
- Conduct plant accident investigations and make sure all fatalities, Lost Time Injuries, serious event reviews, near-misses are fully investigated, closed-out, and suitably communicated, to ensures that repetition of the same is avoided.
- Implement the reward and consequence management program to employees and contractors at the plant.
- Develop the HSE training matrix based on risk assessment and implement the HSE training plan.
- Increase health, safety and environment awareness across all levels at the plant.
People & development;
- Coach, train and enhance the safety awareness, knowledge and skills of the staff within the plant to equip them with knowledge to work safely, this is achieved through a series training facilitated and coordinated by safety department.
- Manage and support in contractor selection, prequalification, monitoring, training and post job evaluation in regards safety compliance, this is done through creating specific contractor systems which measures performance before job and after job and monitoring in time of the job undertaking.
- Support recruitment, selection, management and development of safety direct-reporting staff to ensure achievement of current and future plant safety needs.
Investments, Budget & Cost Control;
- Develop and implement Plant HSE annual objectives, targets and action plans; and formulation of HSE capital and operating expenditure.
- Conduct regular plant audits and inspections, and provides recommendations with follow-up to ensure HSE performance improvement. (this places the plant in the level of safety maturity and outlines challenges to be met to be among the best organizations in safety)
Governance related;
- Support and advise Project Team on Health, Safety and Environment requirements in design and installation of new and modified facilities and equipment; and the management of contractors during turnaround within the plant.
- Participate in plant management committees and facilitate the plant HSE committees that are used as a platform to advise and manage HSE topics and issues.
- Conduct regular plant audits and inspections, and to provide recommendations with follow-up to ensure HSE performance improvement.
- Lead the accident investigation and make sure all LTA and serious near-misses are fully investigated, closed-out, and suitably communicated.
- Certify that the plant complies with the IS0 45001 2018 and ISO 14001 2015 minimum requirements.
Digital transformation;
- Develop, implement and maintain the HSE digital platforms.
Sustainability;
- Participate and contribute actively in the BU Health, Safety and Environment Network.
Information, communication & working relationships;
- Liaise with the local authorities on matters pertaining to Health, Safety and Environment
- Operationalize the health, safety and environment committee
- Liaise with government authorities e.g. Directorate of Occupational Health and Safety, transporters, fire brigades on Health & Safety and fire matters.

Qualifications, Skills and Experience:
- The ideal applicant must have a Bachelors Science Degree in Health & Safety, Environment or a related field.
- Certification in Health, Safety and Environment is an added advantage.
- At least five to seven years of experience preferably in an FMCM or a similar industrial environment
- Excels in a fast-paced environment, owns the outcomes.
- Imagines new ways of doing things, makes them happen.
- Deep commitment to personal growth (and role modelling as such).
- Ability to work in a VUCA environment
- Self-driven, results oriented.
- Able to plan and prioritise
- Comfortable dealing with people and a good listener
