Job Summary: The Manager ICT Services will be responsible for the oversight and supervision of bank’s infrastructure and networks, Application and Databases development and ICT security with the key aim of ensuring operational performance, capacity, security and risk management in compliance with UGAFODE’s ICT processes and procedures.
Key Duties and Responsibilities:
- Technical planning: Accountable for analyzing, assessing and development of ICT plan as for all sectional needs of the department into realistic plans to guarantee operational efficiency for UGAFODE (MDI)
- ICT Plan implementation: Responsible for translating ICT plans into ICT activities for respective sections (infrastructure, network, application and databases) to drive value for the bank and return on ICT investment.
- ICT processes and Procedures: Performs reviews, develops and updates ICT processes and procedures to effectively drive and support UGAFODE business operations in compliance with Security, Market and regulations of the bank.
- ICT reporting: Generates and develops ICT reports (financial, operational) from all respective ICT sections both manual and system, analyses them and submits to management in enabling ICT decision making, investment and business planning.
- Ensure Compliance: Manage team adherence to all ICT operational process requirements i.e. Governance, Risk Ethical, Audit and Compliance by strict compliance, implementation of all recommendations and closing out queries.
- ICT Projects: Provide technical support on all bank ICT projects and investments and ensure attainment of Project success both (realization of project goals) and project management success (within budget, deadlines and quality expectations)
- Monitoring ICT budget: Monitor the ICT Operations budget ensuring cost saving, value for money, enforcement of budgetary controls and accountability for ICT related expenditures.
- Audit coordination: In charge of coordinating internal and external ICT audits in the bank and ensure that such Audit is satisfactory, i.e. No repeat audits in respective ICT sections of the department or those due follow-ups on ICT recommendations are duly implemented.
- Team Supervision: Taking full responsibility for performance management of all direct reports, focusing on all aspects of sound people management e.g. Recruitment, Development, Performance Management, Remuneration and Rewards, Career path planning, On-the-job training, coaching & mentoring and Employee engagement

Qualifications, Skills and Experience:
- Minimum of Bachelor’s degree/Diploma in Computer Science, MIS or equivalent, and any IT certification (i.e. CISCO Certified Network Associate (CCNA).
- At least three years of experience in microfinance or banking computer systems and micro credit business processes.
- Knowledge of related statutory IT compliance regulations, IT and MIS banking policies, procedures and systems, and lending, banking and transformation products policies and procedures.
- Extensive and in-depth knowledge of ICT Operations in a Banking environment including Microfinance setting
- Working knowledge of some or all of the following: Windows 7 to 10, Windows Server 2012, Microsoft Exchange 2012, SharePoint, VMware ESXi 6, Web hosting technologies, Microsoft Office Products, Unix and/or Oracle
- Knowledge in use of routers, switches and other network interfaces.
- Analytical, diagnostic and communication skills.
- Work planning, organization and reporting skills.
- People management skills and ability to manage third party contractors Business insight
- Teamwork, Influencing, negotiation and innovativeness.
