About SIHA:
The Strategic Initiative for Women in the Horn of Africa (SIHA) is a coalition of civil society organizations from Sudan, South Sudan, Uganda, Eritrea, Ethiopia, Djibouti, Somalia and Somaliland. SIHA was founded in 1995 by a collection of women’s groups with the view of strengthening the capacities of women organizations in the Horn of Africa countries. SIHA advocates for social change and gender equality for men and women in the Horn region and works specifically on: gender equality, women rights activism, women economic empowerment, eliminating violence against women and girls, promoting human rights, peace building and conflict transformation, enhancing women’s leadership and political participation and the production and dissemination of knowledge.
Job Summary: The Human Resource and Procurement Assistant will work in close conjunction with the Regional Human Resource Officer & Office Manager and the Procurement & Compliance Officer for the period stated to support the Human Resource and Procurement duties as well as some administrative tasks. In view of the current workload and anticipating the increasing number of staff and consultants to be recruited by the SIHA Network in the near future, the organization needs additional support in the human resources and procurement functions, specifically in handling a variety of personnel-related administrative tasks.
Key Duties and Responsibilities:
Human Resources tasks
- Provide support for the day-to-day HR activities, in coordination with and under the supervision of the Regional Human Resources /Office manager;
- Process documentation and maintain HR files, paperwork, databases and records relating to personnel activities (recruitment, training, leave monitoring, performance evaluations, updating employee records etc);
- send and set staff evaluation dates according to employee contract
- Providing support in the recruitment and hiring processes that may include posting job openings, organizing resumes and job applications, scheduling job interviews and assisting in interview processes as well as contacting references;
- In coordination with other concerned staff, process the recruitment of consultant(s) as part of the procurement process;
- support with the management of the HRIS online system, ensuring all fields are up-to-date.
- Properly handle complaints and grievance procedures under the guidance of the Regional HR officer and SIHA Management.
- Coordinate communication with candidates and schedule interviews.
- Support with the initial orientation for newly hired employees .
Procurement tasks
- Ensure compliance of procurement activities with SIHA rules, regulations, policies and strategies; implementation of the effective internal control
- Facilitate procurement of goods and services including day-to-day procurement and maintenance of office furniture, IT equipment, telephone/communications and other equipment and supplies;
- Assist in organizing SIHA meetings and workshops in and outside the office; and support in taking minutes; support with updating and share the services databases
- Maintain inventory of office property including fixed assets, equipment, furniture, office supplies etc.
- Monitor supply levels and identify purchasing needs.
- Conduct market research to identify potential vendors and pricing trends.
- Evaluate offers from vendors and negotiate better prices.
- Communicate with service providers as assigned
- Prepare and or review comparative bid analysis submitted for processing.
Profile: The candidate must have demonstrated experience in the field of administration. Fast computer typing skills (MS Office, in particular), familiarity with HR software and resume databases, basic understanding of labour laws, excellent organizational skills. A strong commitment to women’s rights and gender equality is essential, as is a strong sense of initiative, the ability to learn rapidly, and flexibility in times of increased workload, deadlines, etc.

Qualifications Sought
- Strong academic background in the fields of human resources, procurement, and administration, with a Bachelor’s Degree
- A good understanding of the political and human rights dynamics in the Horn of Africa;
- Two to three years’ practical experience in working with civil society organizations / Non-Profit Organisat
- ions;
- Good analysis and writing skills;
- Excellent command of English and excellent communication skills.
- Proven organizational skills, including the ability to manage priorities, work under pressure, and meet tight deadlines;
- Strong sense of initiative and ability to work independently;
- Willingness to work extra hours when workloads are at peak.
- Knowledge of office management systems and procedures
- Excellent time management skills and ability to multi-task and prioritize work
- Attention to detail and problem-solving skills
- Strong organizational and planning skills
- Proficient in MS Office
