About US:
The Ministry of Health (MOH) has received a grant from the Center for Diseases Control and Prevention (CDC) Cooperative Agreement (CoAg), a strategic mechanism of the United States Government (USG) to implement activities in line with its mandate in support of the Public health response to HIV/AIDS and other health systems. CDC will be supporting a pool of Human Resources that are expected to lead the implementation of the grant. The staff to be recruited under this grant will be contracted by the MOH.
Job Summary: The Program Officer-Monitoring and Evaluation will be supporting M&E functions and systems focused on providing timely and relevant information to MoH and other stakeholders.
Key Duties and Responsibilities:
- Supporting the development and implementation of M&E system including identifying key indicators and designing data collection tools
- Participating in organizing regular sharing of M&E findings with program staff implementing partners and other stakeholders
- Training national and district stakeholders to effectively use data collection and reporting tools
- Supporting analysis, review and compilation of progress reports
- Participating in design and implementation of baseline and end-line surveys
- Participating in data quality assessment for data quality assurance.

Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in Statistics, or any other related Health Science fields from a recognized university
- Must possession of Postgraduate Training in M &E.
- At least four years of relevant working experience at national or regional level in monitoring and evaluation of health related programs.
- Thorough knowledge and understanding of the national HIV and AIDS Programme
- Must be team player with excellent communication & writing skills
- Thorough understanding of Monitoring and Evaluation techniques
- Familiarity with statistical data analysis packages such EPiinfo, STATA
- Understanding of qualitative data collection and analysis techniques
- Demonstrated knowledge of strategic planning and understanding of the strategic direction of MoH and of PEPFAR programmes.
- Ability to perform under minimum supervision.
- Good leadership and Team Work Skills.
- Good Communication and Interpersonal Skills.
- Good Planning and organization Skills.
- Proficiency in Microsoft word, power point, excel.
- Good policy analytical skills.
- Familiar with basic technology including managing virtual meetings.
