About US:
The Deposit Protection Fund of Uganda (DPF), which is also referred to as the Fund, was established as a separate legal entity following the enactment of the Financial Institutions (Amended) Act, 2016. Prior to this, DPF was managed by Bank of Uganda.
Job Summary: Responsible for planning and coordinating assurance audits and providing consultancy services on the Fund’s information systems and processes to evaluate and improve the effectiveness of risk management, governance, and internal controls.
Key Duties and Responsibilities:
- Provide input into the development of the annual internal audit plan.
- Lead information systems audit’s annual risk assessments.
- Conduct information systems audit projects and contribute to the successful delivery of the internal audit plan.
- Ensure that information systems audits are performed following established professional standards and remain abreast of emerging trends and best practices.
- Draft all information systems audit reports for review by the Head of Internal Audit.
- Manage the process to track, follow up and ultimately close all open audit issues if necessary.
- Promote a culture of cost-consciousness, self-assessment, and adherence to high ethical standards.
- Develop professionally written policy and procedure proposals that clearly articulate the Fund’s value proposition.
- Assists in the development of the Fund’s annual internal audit plan.
- Manages performance of information systems audit assignments, and reviews working papers and audit reports.
- Schedule and plan information systems audits, initiate project planning, assess risk and develop audit direction.
- Performs preliminary planning and establishes a direction for information systems audits, provides leadership to assigned auditors, and manages projects to quality outcomes while meeting the established time budget.
- Performs information systems audit work, including plan preparation, working papers, findings, and associated reports.
- Coordinates and interacts with staff and with external audit and law enforcement agencies, as needed and may be required to testify in court.
- Consults with and advise management and staff on strategic, operational, and administrative issues related to information systems.
- Keeps abreast of the Fund’s information systems policies and procedures, current developments in Information Technology, and changes in applicable IT-related standards.
- Coordinates and interacts with audit firms performing external audits of the Fund’s financial statements.
- Develops and provides training to Fund’s departments when requested to do so.
Key Outputs:
- Reviewed plans for the Fund’s information systems business processes.
- Evaluated the efficacy of information systems risk management procedures of the Fund.
- Protection against fraud and theft of the Fund’s IT assets.
- Compliance with applicable laws, statutes, and standards.
- Recommendations on the improvement of information systems internal controls, risk management and governance.
- Presentations to the Executive Committee and/or the Board of Directors.

Qualifications, Skills and Experience:
- The ideal candidate must hold a first-class or upper-second-class degree in Engineering, Computer Science, Information Technology, Information Systems or equivalent from a recognized University is essential.
- Certified Information Systems Auditor (CISA) certification is essential.
- Five years of relevant professional experience at a senior officer level or its equivalent in auditing information systems in a reputable organization is essential.
- A Master’s degree in a relevant field is desired.
- Professional qualifications in auditing and accounting like CIA, CPA, ACCA, and CFE are an added advantage.
- Professional qualifications in IT security like CISSP, CISM, CEH and any other IT-related certification are an added advantage.
- Certification in project management is an added advantage.
