The ReLAB-HS consortium is led by Johns Hopkins University, USA and is comprised of six international partners with expertise in health systems, implementation science, and delivering innovations. ReLAB-HS aims to support development of health systems that are responsive to the escalating challenge of addressing the growing needs for rehabilitation within populations. It seeks to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation. ReLAB-HS focuses on integrating rehabilitation services across all levels of care within health systems, so that they are accessible, effective, and affordable.
Job Summary: ReLAB-HS is seeking candidates for a Uganda Country Coordinator position for an ongoing five-year United States Agency for International Development (USAID)-funded activity, Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS). Based in Kampala office, the ReLAB-HS Uganda Country Coordinator will oversee ReLAB-HS program implementation in Uganda.
Specific Duties and Responsibilities: The ReLAB-HS Uganda Country Coordinator will be based in Kampala and report to the Director Operations, ReLAB-HS who oversees global ReLAB-HS implementation and is based at Johns Hopkins University, Baltimore USA. The Uganda Country Coordinator will liaise with government and private sector stakeholders related to the USAID activity, channel expertise from consortium partners to Uganda program, and will supervise a team of technical and operations staff in Uganda for an effective ReLAB-HS implementation. This also includes close collaboration with Makerere University School of Public Health.
The ReLAB-HS Uganda Country Coordinator will be responsible for performing the following primary tasks:
Program Management
- Lead implementation of ReLAB-HS/Uganda country work plan and oversee the ReLAB-HS activities in Uganda with country team and channel relevant expertise from all partners of the consortium to Uganda health system. The Uganda Country Coordinator will achieve project milestones against the approved workplan
- Lead the ReLAB-HS field team in stakeholder engagement with the MOH and other actors to co-design activities, build partnerships to enhance sustainability and local ownership, and share learnings
- Lead field team and partners to implement activities in the selected ‘networks of care’ in the Eastern and Northern regions of Uganda
- With communications team, ensure that all project technical deliverables meet USAID branding requirements
Budget Management
- Manage expenditures and ensure that spending is in line with the project budget
- Ensure ongoing compliance of all activities, logistical arrangements, and procurements with USAID rules and regulations
- Lead reviewing and aligning Uganda country budgets with evolving programmatic activities, goals, and strategies
- With finance team, support preparation of inputs for financial reporting to the prime and the donor
- Lead field team in the development of inputs for annual budget formulation
- Closely collaborate with Makerere University School of Public Health as the operations partner of ReLAB-HS in Uganda
Staff Management
- Supervise and mentor ReLAB-HS project staff in Uganda to ensure the timely implementation of program activities in accordance with approved workplan and budget
- Communicate clear expectations to direct reports, set performance objectives, provide regular and timely performance feedback, and promote and monitor staff care and well-being
- With support from global Program Officer, respond to staff management issues, foster positive team dynamics, and resolve or escalate issues as needed; oversee time management of ReLAB-HS project staff in Uganda
- Monitor adherence to HR policies and procedures and issue updated guidance as relevant; ensure ongoing compliance with local employment and labor laws and donor rules and regulations
- Oversee the recruitment and orientation of ReLAB-HS field staff in Uganda
Monitoring, Evaluation, Accountability and Learning
- Work with the Consortium and Uganda MEAL Coordinator to apply and/or adapt project monitoring and data collection tools to activities in Uganda
- Ensure that ongoing monitoring of progress, accurate data collection, and knowledge management are being practiced regularly; share learnings with ReLAB-HS consortium members
Representation
- Foster and manage strong relationships and collaboration with national stakeholders in the government and the public and private sectors as relevant to the successful implementation of project activities
- Represent the ReLAB-HS project to consortium partners, NGOs, local authorities, government authorities, and donors as relevant
Qualifications, Skills and Experience:
Minimum Qualifications (mandatory):
- At least 8 years’ experience in senior management position in international development
- Advanced degree in International Development, Public Health, Public Policy, or related field
- Experience managing large institutional grants
- Proven track record managing complex programs
- Outstanding written and oral communication skills in English
- Demonstrated technical expertise in project and budget management, including work plan development
- Strong human resources management, interpersonal, and leadership skills
- Proven ability to develop and manage stakeholder relationships
- Proven experience taking initiative in finding solutions to complex challenges
- Detail-oriented with excellent organizational, time management, and prioritization skills
- Proficiency in Microsoft Office suite, including Word, Excel, PowerPoint, and Outlook
- Willingness to travel domestically at least to 30% of the time
Preferred Qualifications:
- Experience managing programs with a rehabilitation component
- Experience managing USAID-funded programs
- Familiarity with USAID regulations for grants (2 CFR 200; 2 CRF 700)
- Familiarity with national health systems for rehabilitation services
