Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively.
Job Summary: The Procurement Assistant will support the development of effective procurement & logistics systems for the Subprogram in accordance with procedures, manuals etc. She/he will work in close collaboration with the Procurement and project teams and suppliers to successfully deliver operations services
Key Duties and Responsibilities:
- Undertakes the procurement activities and ensures that procedures are in line with the LWF Procurement Manual, and Procurement Procedures;
- Prepare all necessary documentation for procurement of goods and services in accordance with LWF rules and regulations;
- Prepare and review the purchase orders (LPOs) and contracts, preparation of recurrent purchase orders for contracting of services;
- Establish supplier data base that will promote rapid response. Prepare and update vendors profiles;
- To ensure proper filling of all procurement documents in accordance with LWF procurement guidelines;
- Work in close consultation with suppliers/vendors, he/she coordinates the delivery processes to ensure that the distribution plan is adhered to;
- Compiling of the required information for any proposed purchase. These include preparation and dispatch of requests for quotations/proposals, LPOs, contracts, and any other document required by both;
- Liaises with the Subprogram Accountant and Project Accountants to ensure correct coding of items;
- Draft correspondence related to procurement including letters to suppliers and follow up with them to ensure timely and safe delivery of goods and services;
- To assist in soliciting quotations from different suppliers as identified by the procurement committee and ensure that timely payments are made to suppliers;
- Ensures that cash advances for procurement are accounted for in an appropriate and timely manner
- Liaises with the Admin/HR Assistant on safe and secure storage of items whilst in the office compound;
- Makes appropriate and timely arrangements for delivery of project materials to field offices in conjunction with the Accountant/Procurement;
- Maintains a proper system of way bills to control the dispatch and receipt of purchases, and items returned to suppliers for repair and/or replacement;
- Maintains a list of the daily procurements made from both Kampala and Lamwo Office;
- Prepares a monthly procurement status report of supply requisitions and purchase orders completed, in-process and pending for the Lamwo office.
- Maintains files of correspondence, reports and supporting documentation relating to procurement as evidence of compliance with the procurement procedures;
- Performs any other duties that may be assigned from time to time by the Procurement Officer, or his/her designate.
Qualifications, Skills and Experience:
- The applicant must hold a university degree in Procurement, Logistics and Supply Chain Management, BBA, or an equivalent; An Advanced Certificate in CIPs’ is an added advantage;
- One year of professional experience in procurement and logistics management with reputable organization and, must have the ability to negotiate with vendors in a transparent manner
- Good problem Solving
- Decision Making, interpersonal,
- Communication and negotiation skills;
- Information Technology (MS Office, Internet); Ability to work under pressure to meet tight deadlines; Good team work with good communication skills;
- Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
- Fluency in English, both written and verbal;
