In Uganda, FH is operational in the Districts of Adjumani, Kitgum, Lamwo, Kole, Kween, Mbale, Namutumba and Amudat Districts implementing programs in four main sectors of Education; Food Security and Livelihoods; Health/Nutrition and Disaster Risk Reduction; with the Head office located in Kampala.
Job Summary: The purpose of the Emergency WASH Officer position is to play a key role in field-level implementation of project WASH and Livelihood activities under the supervision of the program area manager so as to increase access to life saving services and resilience of flood affected households in Mbale. To improve access to WASH status, the project will rehabilitate water points, ensure household water treatment and distribution of WASH NFIs at priority locations. Within target communities, the Emergency WASH Officer will manage/oversee the distribution of food, seed vouchers and WASH NFI kits. To the project is implemented in line with project proposals and plans – on time ensuring quality and adherence to national, international and food for the Hungry guidelines. To ensure effective participation in and ownership of the project by communities and stakeholders through liaison, coordination and communication among Food for the Hungry’s program staff, communities/beneficiaries and other stakeholders for sustainable program results and outcomes.
Key Duties and Responsibilities:
Key Result #1 Coordination and networking
- To liaise with Government and other relevant actors as requested by the line manager.
- Establish good working relationship with FH staff, government bodies and other stakeholders.
- Participate in WASH cluster meeting as required.
Key Result #2 Technical Support and Facilitation
- Ensure strong project management of all project interventions so that projects are designed and implemented on time, within scope and budget and achieve high quality outputs.
- Participate and take part in needs assessments and produce detailed technical reports related to project activities.
- Follow up project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Ensure that cross cutting issues are mainstreamed.
- Monitor project development and identify deviation from approved project plans and implement corrective measures when necessary to ensure that the project objectives are met.
- Compile and submit timely activity reports and monthly progress reports.
- Lead/support seed/food vouchers and NFI distributions.
- Ensure meaningful engagement with both community members to ensure cultural appropriateness and inclusion of vulnerable groups in the design, siting, and implementation of project activities
Key Result #3 Planning, Reporting and Accountability
- Follow up the budget in accordance with the agreed plan.
- Contributing to the preparation of internal and external reports.
- Collect reports and documents as well as share all data related to the progress in the project implementation.
Qualifications, Skills and Experience:
- The applicant must hold a in Public Health, Hydraulics, Environmental Health, Sanitary/Water Resource Engineering from a recognized university.
- At least two to three years’ relevant work experiences in WASH activities at community, health institutions and schools both for emergency and development settings.
- Excellent written and spoken English.
