About UNMISS:
The United Nations Mission in South Sudan (UNMISS) was set up in 2011, with the objective to consolidate peace and security, and help establish conditions for development in the Republic of South Sudan, with a view to strengthening the capacity of the Government of South Sudan to govern effectively and democratically and establish good relations with its neighbours.
Key Duties and Responsibilities: Within delegated authority, the Air Operations Assistant will carry out the following duties:
- Coordinates and plans air transportation activities in accordance with the Standard Operating Procedures (SOPs), UN directives, Department of Peacekeeping Operations.
- Ensure air operations activities are conducted in compliance with Air Task Orders (ATOs), Standard Operating Procedures, UN directives, ICAO, IATA and the host country’s aviation standards, practices, procedures, and regulations.
- Provides inputs to the management for the efficient, effective and safe use of the UN air assets.
- Coordinate routine (regular passenger/cargo, logistics, resupply) flights, special (causality and medical evacuation, VIP) flights and military operational flights.
- Determination of Aircraft Specifications, Coordinate Procurement Processes (ITBs), manage Aircraft Contracts /Letter of Assist (LOA).
- Participate in the development of UNMISS Aviation Operational Requirements, Assessment of Aircraft Cost / Budget Estimates;
- Monitors technical and safety performance of aviation assets.
- Verify airfields/Air terminal(s) and landing sites are suitable and equipped for UN air operations in accordance with the requirements of DOS Aviation manual, SOPs and UN AVSTADS
- Monitors and evaluates compliance with the Department of operational support (DOS) Aviation Safety Programme and corrects aviation safety deficiencies.
- Coordinates distribution of aviation safety documents to concerned personnel within the Mission.
- Assists in conducting inspections of aircraft, aircrews and ground handling service providers to ensure compliance with the provisions of the long-term aircraft charter agreements, Letters of Assist (LOAs), ground handling contracts; and properly certified in accordance with the Annex 8 to the Chicago Convention.
- Produces aircraft performance, carrier assessment and contract completion reports.
- Liaises with relevant aviation authorities for the coordination of flight clearances.
- Assists in the development and implementation of the Mission Aviation SOPs.
- Creating/developing and managing electronic application/database reports, visualizations, and dashboards.
- Diagnosing and troubleshooting all aviation application/databases errors.
- Maintain, monitor, and continually improve aviation systems and applications
- Coordinate and ensure aviation security activities related to operations at airfields/air terminals used for UN operations
- Train and provide technical assistance and support to stakeholders for proper access to electronic systems and applications.
- Performs other related duties as required
Qualifications, Skills and Experience:
- The applicant for the United Nations Mission in South Sudan (UNMISS) Air Operations Assistant must hold a High School Diploma or equivalent. Required.
- Relevant training in Air Transportation or related field is desirable
- Eight years of progressively responsible experience in aviation including at least 4 years in an occupation directly related to air transport operations, air traffic control, Flight dispatch, Pilot, Cabin crew, Flight Engineer, air navigation services, airport terminal operations, or aviation electronic applications is required.
- Experience in at least two of the following fields is required:
- Flight Operations
- Airfield Management
- Flight Dispatch
- Flight following/air traffic control
- Quality assurance
- Contracts Management/Airworthiness inspectors
- Resource management/ budget/finance/accounting for air transportation services
- Experience in the use of ICAO standards and recommended practices is desirable.
- Knowledge of UN financial regulations and rules is desirable.
- Experience in developing Statements of Requirements and Scope of Works for Aviation Specialized Goods and Support Services, as well as Conduct evaluations on goods and services bids is desirable.
- Languages: fluency in oral and written English is required.
