Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively.
Job Summary: Under the guidance of the Project Manager, the project officer is responsible for all livelihoods, Environment, and Energy activities from planning to implementation, and monitoring in line with LWF and Donor guidelines and procedures
Key Duties and Responsibilities:
Project Implementation:
- Liaising and consulting regularly with the relevant local authorities, community leaders, civil society/non-governmental organizations, collaborating/implementing partners, and other stakeholders where appropriate, in conjunction with the Livelihood and environment coordinator, about the implementation of all the community-based project activities in the assigned sector;
- Coordinating the mobilization of the marginalized individuals and groups using the Rights-Based Approach (RBA) to enable them to identify, assess, and analyse viable project activities geared towards self-reliance;
- Coordinating closely with the project team, beneficiaries and local leaders to ensure optimum utilization of project items and/or ideas provided, and for planning, implementation, monitoring, and evaluation of project activities;
- Identify marginalized individuals and groups, and local NGOs which share the project’s objectives, receive and assess their proposals and ideas, and recommend viable self-help initiatives to the Livelihood and environment coordinator for appropriate action;
- Manage the overall LWF emergency response ensuring the quality of livelihoods, Environment, and Energy activities provided to refugees (with respect to AAP, safeguarding policies and Sphere);
- Ensure that the Project’s objectives/outputs are achieved according to the work plans and within the contracted project period according to donor guidelines;
- Adhere to LWF reporting policies on prevention of sexual exploitation and abuse, code of conduct, and child protection policy.
- Preparing and submitting reports (End of activity, Weekly, Monthly and quarterly PPR) timely, with good quality and with excellent data management.
- Support the compilation and analysis of livelihood monitoring information for sharing with partners and donors
Project Planning;
- Preparing periodic project work plans and budgets in conjunction with the project manager, grants manager and project team, and Project Accountant for the sector(s) assigned and other related activities in liaison with other section heads, to ensure appropriate utilization of project resources.
- Build the capacity of project Assistants in project planning and scheduling.
- Actively contribute to developing strategies to integrate the assigned sector activities into the project, by the established LWF/WS program policies, guidelines, and procedures;
- Participate in the review and design of sector strategies, in liaison with the Livelihood and environment coordinator, to address changing needs, and prepares and submit proposals as required for possible funding.
Staff Management:
- Lead and manage Project Assistants ensuring clarity over plans and priorities, providing supervision, guidance, and mentoring, encouraging effective teamwork and inclusiveness, and building a team spirit through regular meetings and events and clear reporting mechanisms for each team member;
- Provide management support to direct reports in their management of others, and their implementation of roles /objectives, and work plans.
- Agree on clear performance objectives for all direct reports in the appraisal, and ensure all Project Assistants have appropriately set objectives, and that appraisals are undertaken promptly;
- Be responsible for Project Assistants development, coaching, and mentoring to enhance the capacity of staff;
- Assist with the provision of or coordinate the training necessary for the delivery of good quality activities/ training.
- Supervising the Project Assistants and other field workers and taking appropriate action to ensure efficient and effective performance;
Financial management / Budget Monitoring & Control:
- Participate in the development of accurate annual budgets and budget revisions for the project according to the standards of the donor;
- Keep track of all project/program budgets and ensure that project/program activities are within assigned budgets;
- Keeping to date with the Budget tracker and preparing procurement plans and specifications of required project items/supplies in line with LWF policies, guidelines, and procedures;
Project Monitoring, Evaluation, and Reporting:
- Work closely with the M&E officer oversee the implementation of a robust M&E System to monitor project performance and ensure an appropriate level of accountability;
- Regularly monitoring all beneficiary sites within the project area to assess and verify existing beneficiary caseloads, project needs, problems, delivery and utilization of project inputs and support to project beneficiaries, and advises the parties concerned accordingly;
- Developing monitoring and evaluation tools in conjunction with the subprogram monitoring and evaluation officer to check and report on the progress and quality of completed and ongoing activities;
- Liaising with the M&E Officer in organizing and conducting field-based research involving data collection for statistical analysis on sector operations, activities, and related issues, facilitates monitoring and assessment of project impact on beneficiaries, and makes recommendations for appropriate action.
Other:
- Performing any other official duties that may be assigned from time to time by the Project Manager or/and Grants Manager.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Agriculture, environmental science, Vocational training, or social sciences with experience in Livelihoods Interventions with a relevant qualification from a recognized university; A Post-graduate training in Project Planning and Management with some knowledge of Financial Management is an added advantage;
- Four (4) years’ work experience in livelihoods options in refugees’ context;
- Experience in working with different stakeholders in a partnership approach;
- Proven understanding and/or experience in linking protection and livelihoods interventions
- Knowledge and practical experience in the implementation of livelihoods projects, youth empowerment, and public-private partnerships;
- Good problem Solving, Decision Making, interpersonal, Communication, and negotiation skills; Ability to work under pressure to meet tight deadlines; Good teamwork with good communication skills;
- Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
- Fluency in English, both written and verbal; Information Technology (MS Office, Internet);
