Job Summary:  We are seeking a qualified individual for the position of  Vulnerability Analysis and Mapping Officer (Team Lead) to be based in Kampala. The selected candidate will be employed on Fixed Term.

 

The roles of this position will beat the Head Office in Kampala and the incumbent will report to a more senior VAM or Programme Policy Officer. The job holder will operate independently and will be involved in operational activities and related analytical work.

 

To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

 

Key Duties and Responsibilities:

  • Develop protocols and procedures to ensure Two-way Accountability (from implementers to beneficiaries) and Transparency of Food Security and Nutrition Assessments and Analysis
  • Provide coaching and guidance to colleagues under its supervision, to ensure their development and enable them to perform at their best.
  • Contribute to (or lead when requested) the development of Assessment and monitoring plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP needs assessment monitoring requirements.
  • Ensure satisfaction of technical mapping and assessment requests from government and stakeholders and maintain regular contact with government focal points.
  • Ensure high standards of quality, reliability and validity of the data and analysis in line with WFP’s privacy and protection guidelines.
  • Contribute to the design and implementation of systems and tools for assessments (food security, nutrition and markets) and monitoring and identify information needs based on standard and creative methodologies. All in coordination with outcome and activity managers, area and field offices.
  • Build capacity of WFP staff, external organizations and national governments to conduct analysis on any related topic to food security and nutrition to effectively inform policies and programmes.
  • Incorporate an accountability to affected population, protection, and gender perspective in areas of work, to ensure equal participation of women and men.
  • Support Data driven evidence-based decision-making process in a timely manner according to programmatic and strategic needs. (data preparedness)
  • Provide technical advice and support on food security and nutrition strategies, Minimum Expenditure Basket, Market Functionality, policies, and programmes.
  • Facilitate the timely and productive use of information in line with WFP processes and standards.
  • Lead and conduct analysis to provide timely reports on food security assessment needs aligned with Government and WFP standards and processes.
  • Represent WFP with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions based on evidence and areas of potential collaboration.
  • Support partners to enable sharing of experiences, lessons learned and standard methodologies.





Qualifications, Skills and Experience:

  • The ideal candidate for United Nations World Food Programme (WFP) Vulnerability Analysis and Mapping Officer (Team Lead) job placement should hold a Master’s degree in agriculture, Nutrition, Sociology, Geospatial Mapping Economics, Rural development or any related field.
  • At least four years of relevant experience in development food Security, nutrition or related fields.
  • Demonstrated proficiency in the use of statistical tools and methods for quantitative and/or qualitative food security analysis, and the use of data management software, and information management tools.
  • Coordination and implementation of assessments.
  • Proficient reporting writing skills.
  • Advanced working knowledge and experience in MS Office, Stata, SPSS
  • Intermediate knowledge in SQL, R, Python is desirable.

 

Competencies:

  • Food Security Analysis: Demonstrates ability to conduct structured food security analysis—Identify underlying macro and micro factors impacting food security of communities and countries. Provides findings and recommendations for the programmatic response.
  • Food Security Monitoring: Manages the implementation of food security monitoring systems. Investigates any observed anomalies in the datasets and informs program management for operational response.
  • Technical Specialized Knowledge: (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.) Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.)
  • Food Security Assessment: Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.
  • Strategic Operational Understanding: Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.
