Geneva Global has operated in Uganda since 2015. We are now officially registered there and operate as Geneva Global Uganda.  Since 2016, Geneva Global Uganda has implemented the Speed School program. This is an accelerated education initiative that has brought over 150,000 formerly out-of-school children aged 9 to 14 back into the government school system, where they routinely succeed.  The program allows the students to cover the first three years of primary education in one year, using highly effective instructional methods. These combine with support to the students’ mothers to enable them to support their children’s continued schooling both economically and with social and household interventions.  To date, the program has operated in close partnership with the Ministry of Education and the District Education Offices of Agago, Alebtong, Amuru, Gulu Kitgum, Nwoya, Omoro, and Otuke, Pader, and Kampala.

Job Summary:  The primary role of the Program Manager, Education is to serve a leadership role in the technical management, development, and implementation of Geneva Global, Inc.’s (“GGI”) education programming in Uganda. This entails primarily guiding and supporting Geneva Global Uganda’s (GG-Ug) government and civil society partners to deliver and continuously strengthen client-supported education initiatives and other related activities managed by GG-Ug and the development of new initiatives on behalf of GGI or GG-Ug.

Currently, GGI and GG-Ug implement a multi-year education, community empowerment, and systems strengthening program in Uganda, called the Northern Uganda Education Program (“NUEP”). The focus of the program is to reduce the incidence of out-of-school children and facilitate their enrolment and continued success in primary school to complete at least a basic cycle of education.

Operated by GG-Ug along with a set of grantee and government collaborating partners, the program comprises three key components, with the Speed School model at the center. Speed School is an accelerated education program which provides a condensed P1 to P3 curriculum in 10 months to out-of-school children aged 9 to 14 to equip them to continue their primary education in the formal system. The other two components are (i) Self-Help Groups, which foster the economic and social empowerment of the mothers of the Speed School students to support their formal education better, and (ii) training and support to formal primary school teachers and the broader system. Grantee partners are local civil society organizations that GG-Ug   oversees, trains, supports, monitors, and consults to effectively operate the technical components of NUEP.

The GG-Uganda Program Manager, Education is responsible for the successful management of the program within Uganda and reports to the Uganda Country Director. The Program Manager, Education will be based, at least initially, in GG-Ug’s office in Gulu, focusing her/his efforts on the program’s implementation in the North, but eventually also supporting the expansion of GG-Ug’s education interventions to other parts of the country.

Key Duties and Responsibilities: The specific responsibilities of the Program Manager, Education, working with the Country Director, include the following:

Lead the design, delivery, monitoring, and evaluation of program elements relating to the education components of NUEP – notably, Speed School and primary school capacity-strengthening:

• Lead in the technical aspects of program management, including revising education-specific delivery and content, advising on pedagogy, developing technical materials and documents, and evaluation of impact.
• Lead in the design, delivery, and monitoring of GG-Ug’s holistic training strategy, including the training of trainers and of facilitators and teachers in workshop settings, the continuous supervision and support of facilitators and teachers in the classroom, and the operation by schools of peer-led education communities of practice.
• Contribute to the development of the program budget and adhere to program budget requirements, ensuring the financial management of the program and all necessary project and program documentation is provided and the Geneva Global database is kept up-to-date.
• Work with community-based organizations, local and government officials, local implementing organizations, other key stakeholders, and, potentially, other local collaborators in Northern Uganda to ensure the high-quality implementation of the education components and their continued strengthening.
• Establish a routine schedule of Implementing Partner/school visits to undertake facilitator/teacher observations and support; lesson plan delivery; monitor overall school operations, collection of statistics and tracking forms, classroom size, and attendance.
• Complete project and program monitoring assignments, including regular contact with grant recipients via telephone, in-person, and through project site visits.
• Support the delivery of auxiliary interventions such as economic empowerment, pre-school education and community schools to sustain formal school attendance and improve enrolment.

Analysis & Research of the program elements to contribute towards the growth of programs:

• Propose and support the design and conduct of monitoring, evaluation, and research, led by GG-Ug’s Monitoring and Evaluation Manager, and contribute to the preparation of quarterly and annual program reports in line with reporting deadlines as well as to other analytic and communications documentation.
• Coordinate and participate in landscape studies in potential new implementation areas to inform GG-Ug’s and partners’ program plans and partner engagement strategies.
• Lead and participate actively in the development, evaluation, dissemination, and use of training materials for the program’s workshops and other quality improvement purposes and ensure the session materials reflect current thinking on program implementation methodology.
• Contribute to the impact assessment of the program including data collection, stakeholder mobilization, and the analysis, dissemination, and effective use of results.
• Provide input and expertise when working with our academic and other research partners before, during, and after their program evaluation activities.

Organizational and Technical Advisory: Support GG-Ug and GGI in all other aspects related to the overall successful management and operation of NUEP, including the following:

• Work with the GGI Client Services and Marketing departments to provide local development expertise for client materials, and coordination, planning, and participation in client (donor or potential donor) visits in-country.
• Cooperate and collaborate with members of the Geneva Global team in other countries.
• Participate in overall Geneva Global training and sector research activities.
• Assist in identifying and training in-country staff or consultants, as needed.
• Assist in the development of additional opportunities, as needed.
• Contribute to and improve Geneva Global’s understanding of the region and sector-specific issues.

The Program Manager, Education shall perform such other duties, tasks and activities as GGI and GG-Ug may assign or specify from time to time in its sole discretion.

Other Tasks and Activities

In addition to the above, GGI/Uganda expects the Employee to demonstrate the following attitudes and values:

Qualifications

• Education: Bachelor’s degree in Education or related field. An advanced degree is added advantage.
• Excellent written and oral communication skills in English.
• A minimum of 5 years of progressively responsible for supervisory and managerial experience in program implementation, teacher training, monitoring and evaluation and the overall delivery of education programs, with considerable experience working in the INGO or international development sector implementing accelerated education program
• Proven track record in developing and designing training materials and demonstrable knowledge on; curriculum development and implementation, activity-based learning or learned centred instruction, teacher training and classroom supervision concepts and ability to use primary data collected to inform decision making
• Hands-on, exemplary experience with supervision and management
• Proven ability to think and act strategically and collaboratively and approach projects from an organizational perspective while demonstrating interpersonal skills and ability to interact at all levels including senior leadership.
• Experience working closely with a culturally and globally diverse team, building and maintaining relationships both in the office and digitally.

Requirements

The Program Manager, Education will:

• Comport himself/herself consistently with dignity, professionalism, and respect for all individuals associated with Speed School, from funders and top-level authorities to teachers, parents, and students, promoting equality and equity for all and enforcing the same behaviours and attitudes among the Geneva Global Uganda team and all partners who work on and support the Speed School Program.
• Adhere fully to Geneva Global Uganda’s Personnel Manual and the organization’s overall standard operating procedures and ensure the same of the rest of the MYRP team.
• Sign and adhere fully to Geneva Global’s Child Protection Policy and monitor and actively enforce the same adherence by the Geneva Global staff, partners, and all other actors working directly on Speed School (including teachers).
• Reside in Gulu and visit program sites (within a day’s drive) up to 50% percent of the time.
