Program / Department Summary
Present in Uganda since 2006, Mercy Corps Uganda’s aim is to catalyse change through the Ugandan private sector, civil society, and government to create resilient, economically inclusive, healthy, and secure communities.
We have 15 programs across Uganda with a total portfolio value of $80M, including support from FCDO, USAID, US State Department, French Development Agency, Conrad Hilton Foundation and other private sector foundations. With a strong presence across the country, we have offices in Kampala, Rhino Camp, Yumbe, Moroto, Kotido, Amudat, Kaabong, Karita, and Karenga.
The Refugee Finance to Grow Income, Assets and Resilience through Bundled Services (REFINE) programme is a €1.2 million three-year AFD-funded programme focused on enabling refugees to access and benefit from financial services which improve their incomes, increase their assets, and improve their self-reliance. Targeting both urban refugees residing in Kampala and households in peri-urban and rural areas of the West Nile District, REFINE seeks to contribute to improved financial outcomes and wellbeing for refugees in Uganda by developing their financial and digital literacy and supporting Refugee led Organisations to navigate legal and regulatory requirements for accessing financial services. Financial institutions on the other hand will receive low-cost, low-risk capital to supplement their loan capital for growing their refugee finance portfolios and will develop and market client-centered products and processes based on an analysis of the capacities and constraints of refugee clients, especially women.
The program will be implemented through a consortium of Mercy Corps, Kiva and Xavier Project, and in collaboration with Uganda-based Financial Service Providers (FSPs).
Job Summary: The Monitoring, Evaluation, and Learning (MEL) Officer will work with the Mercy Corps REFINE program team as well as Refugee Led Organisations (RLOs) and Financial Service Providers (FSPs) to oversee and ensure the collection of quality M&E data for the program. The MEL Officer will be responsible for supporting the program leadership to oversee the monitoring and data collection of the project, play a supportive role in the program’s baseline, mid-term and end line reviews, analyze data to provide insight to the project team, and contribute to report writing. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively implemented and well synchronized between the implementation sites. The MEL Officer may supervise teams of enumerators in data collection, data analysis, and reporting according to the needs of the program. The MEL officer will be an integral member of the REFINE team learning and reflection processes, leading discussions on participant feedback, impact of the program on refugees, RLOs and FSPs alike.
Key Duties and Responsibilities:
Monitoring, Evaluation & Learning
- Work closely with the REFINE team, participating RLOs and FSPs, to ensure effective monitoring, evaluation and reporting of program activities and results.
- Compile progress against logframe indicators and report back to the team according to the monitoring plan.
- Develop accountability and transparency mechanisms for the program and orient REFINE staff as well as local partners on the same.
- Perform spot checks on partner data collected and reports each month.
- Support the Program & Strategy Lead in coordinating the baseline, mid-term evaluation and final evaluation, along with other key research activities.
- Support capacity efforts for REFINE’s local partner organization through ongoing training and support on: monitoring tools, entering program data into databases, the development of reports and other documents.
- Collaborate with external partners to collect and analyse high-value customer and sector-specific data from FSP clients that inform the development of an index for the microfinance industry
- Collect and analyse quantitative and qualitative data from refugee clients to evaluate the effectiveness of financial and digital literacy programs and identify improvement areas
- Document lessons learned and success stories on the project.
- Ensure adherence to program management minimum standards in carrying out his/her duties, advising and supporting other staff in the same as required.
- Support in the identification and dissemination of research learnings and best practices to team members, beneficiaries and other relevant audiences.
Finance & Compliance Management
- Ensure compliance with donor and Mercy Corps regulations.
Influence & Representation
- Maintain a productive working relationship with the project partners and their downstream partners in both urban and settlement settings to ensure strong collaboration and development, complementary joint monitoring, evaluation and adaptive management structures where possible.
- Support the advancement of knowledge management, thought leadership and learning within the program and among project stakeholders
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s Degree in Management, Statistics, Economics, Social sciences or a related field.
- At least four years’ experience in monitoring and evaluation of inclusive financial services, food security, agricultural livelihoods or value chain development programs or in forcibly displaced contexts.
- Good understanding of and deep experience in data management.
- Strong knowledge of mobile data collection tools and best practices.
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
- Strong listening, and consensus building skills.
- Excellent written and verbal communication skills in English.
- Able to leverage program outcomes and lessons for communication and influencing purposes with diverse stakeholders.
- Experience working in large scale, complex programs and challenging environments
- Proficiency with Microsoft Office (specifically Excel) required; familiarity with data collection tools such as ODK, Kobo and CommCare a strong advantage
