UGAFODE Microfinance Limited (MDI) is a registered financial institution in Uganda and is adherent to the Central Bank’s regulations and guidelines and was founded in 1994 to provide quality microfinance services.

 

Job Summary:  The Head of ICT is responsible for the overall planning, organizing, and execution of UGAFODE (MDI) ICT strategy including; directing all ICT operations to meet customer requirements as well as support and maintenance of existing applications and development of new technical solutions in line with compliance and risk perspectives.

 

Key Duties and Responsibilities:

  • Accountable for developing and execution of an ICT strategic plan that resonates with the overall organizational objectives at UGAFODE (MDI).
  • Business enablement: Ensure provision of stable systems, technologies with minimal downtime and maximum uptime with real time help desk support and creative problem solving.
  • ICT reporting: Production of detailed monthly ICT Operations performance reports (generated from reliable MIS) that will support/enable business decision making.
  • Ensure Compliance: Ensures that all ICT operations requirements i.e. Governance, Risk, Audit and Compliance by strict adherence, implementation of all recommendations and closing out queries.
  • ICT Projects: Accountable for effective management of ICT change projects to ensure both Project success (realization of project goals) and project management success (within budget, deadlines and quality expectations).
  • ICT Budget: Develops and continuously manages the ICT Operations budget ensuring cost saving, value for money, enforcement of budgetary controls and accountability for ICT related expenditure.
  • Managing Key ICT relationships: Develop and manage ICT relationships with key stakeholders to understand their current and future business needs and manage outsourced partners in line with SLA requirements of UGAFODE (MDI).
  • Team Supervision: Taking full responsibility for performance management of all direct reports, focusing on all aspects of sound people management for ICT Department.





Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s degree in Computer Science, MIS or equivalent, and any IT professional certification (e.g. CISCO Certified Network Associate (CCNA) etc. Other post graduate qualifications e.g. Cyber Security will be an added advantage.
  • Extensive and in-depth knowledge of IT Operations in a Banking environment including Microfinance setting.
  • At least 5 years’ experience (at a senior level) working with banking software.
  • Knowledge of related statutory IT compliance regulations, IT and MIS banking policies, procedures and systems, banking products (lending & saving) and supporting digital transformation processes.
  • Working knowledge of some or all of the following: Windows 7 to 10, Windows Server 2012, Microsoft Exchange 2012, SharePoint, VMware ESXi 6, Web hosting technologies, Microsoft Office Products, Unix and/or Oracle.
  • Ability to demonstrate excellent leadership skills at a strategic level with a high degree of integrity, self-drive and business insight.
