Job Summary: The Protection and Gender Inclusion (PGI) Officer is expected to enhance the impact, reach and efficiency of emergency response operations through implementing PGI activities and approaches. This includes PGI mainstreaming, programme management, staff support and training, and strengthening community relationships. The PGI officer provides operational capacity to identify protection risks including child protection and sexual and gender-based violence and take action to prevent, mitigate and respond to violence, exploitation and abuse, including appropriate reporting and referral mechanisms. This role will also include regular field trips to the area of intervention.
Key Duties and Responsibilities:
Strategic planning and Management
- Contribute to development and implementation of the URCS PGI strategy, standards, guidelines and SOPs
- Contribute to the development of the child safeguarding policy
Protection of Sexual Exploitation and Abuse (PSEA)
- Support development and implementation of PSEA action plans and support implementation of key actions.
- Monitor the implementation of PSEA related initiatives.
- Develop GBV risk mitigation in relation to PSEA.
- Lead the implementation of the URCS Zero policy against Allegations of Sexual Exploitation and Abuse in all
- URCS programming including training of staff and partners in that respect.
- Support documentation of best PSEA practices and lessons learnt for onwards dissemination to Management.
- Advise on any PSEA-related issues that require immediate action and advocacy.
Protection and Gender Inclusion ( PGI)
- Act as a technical resource to Uganda Red Cross and advise efforts to ensure that sex-age disability-disaggregated data is collected and used to inform activities and that minimum standards for PGI in Emergencies are adhered to.
- Design activities and programmes in line with assessment findings and tailored to reach the specific needs of a particular group or groups (ie disability support, SGBV response, child protection) whilst integrating effectively with other sectors and CVM capacities.
- Conduct assessments to identify specific PGI related concerns, risks, needs and capacities of persons of all gender identities, ages, disabilities and backgrounds in coordination with other relevant protection actors.
- Undergo regular field trips to the intervention areas at branches to assess PGI undertakings and needs; assess training needs for staff and volunteers.
- Work with sector leads to ensure that all programmes and operations in the response are implemented in accordance with the Red Cross and Red Crescents Minimum Standards for Protection, Gender and Inclusion in Emergencies and the response promotes the dignity, access, participation and safety of women, men, girls and boys.
- Work closely with the CEA Officer to map the current PGI needs and to ensure feedback mechanisms are taking PGI into account.
- Deliver capacity building activities for URCS staff, volunteers and community members: build understanding and ownership of PGI, support the implementation of the PGI Minimum Standards, reduce PGI risks in the operational environment, and build sustainable local capacity.
- In coordination with the URCS CEA Officer and other agencies, map and disseminate protection referral pathways.
- Work with URCS Programme teams to ensure more vulnerable individuals and groups in the population have access to safe spaces, particularly in operations where temporary settlements and evacuation centres are a key component.
- Undertake regular monitoring and provide reporting on the changing operational context and the protection risks to ensure that prevention, mitigation and response are targeted and adapted to the changing context, risks and needs.
- Report and advocate for PGI issues with key stakeholders internal and external to the URCS to ensure appropriate awareness of PGI issues, their ramifications and how URCS teams are responding to PGI risks and needs
- Document and share lessons learned, smart practices and other useful findings with URCS PGI Taskforce, SMT and staff for the continued strengthening of URCS’s capacity to respond to PGI risks and needs globally
Coordination, advocacy and representation
- Keep management updated on PSEA developments and make appropriate recommendations on enhancing prevention strategies.
- Participate in and ensure active representation in PSEA forums and coordination meetings, as relevant and lead relevant PSEA meetings as necessary.
- Participate in inter-agency meetings/events regarding safeguarding
Resource Mobilization and partnerships.
- Contribute to resource mobilization activities, draft reports, project proposals, ToRs, advocacy materials and other relevant documents, as required.
- Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes
Innovation, knowledge management and capacity building
- Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
- Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
- Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
- Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders.
- Carries out any other lawful assignment allocated by the immediate Supervisor.
- Ensure all activities are gender sensitive and follow URCS’ Protection Gender and Inclusion Policy;
- Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
- Contribute to monthly reports and other ad hoc reports to meet donor and internal requirements;
- Participate in internal office coordination and planning meetings and workshops;
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to URCS and to not jeopardize its humanitarian mission;
- Other assigned tasks, as necessary
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in human rights, international relations, international law, Gender Studies, Social Work and Social Administration, Psychology or any related field an approved, recognized and reputable university.
- A minimum of two years of professional experience in working in a relevant role in a humanitarian context – e.g. protection,
- Gender and Diversity, PSS, violence prevention, trafficking prevention, etc;
- Experience of working directly with case-management and/or referrals of vulnerable individuals affected by protection concerns e.g. survivors of violence, conflict or trauma;
- Experience in conducting trainings and adapting interventions to the context;
- Experience of working in the field and having close interaction with communities;
- Experience in developing and implementing strategic frameworks on complex issues at a strategic level;
- Experience in developing monitoring and reporting systems;
- Excellent analytical skills and ability to identify problems and propose solutions;
- Conscientious and efficient in meeting commitments, observing deadlines, and achieving results;
- Strong inter-personal skills;
- Ability to build trust, develop, and maintain effective work relationships with sensitivity and respect for diversity and inclusive participation;
- Self-reliance, able to work independently;
- Strong knowledge and experience related to current policies and practices in the fields of gender equality, protection and humanitarian action, including humanitarian coordination;
