About US:

The Uganda Retirement Benefits Regulatory Authority (URBRA) was established pursuant to section 2 of the Uganda Retirement Benefits Regulatory Authority Act 2011, No. 15 of 2011. It is an autonomous body responsible for regulating the establishment, management and operation of retirement benefits schemes in Uganda in both private and public sectors. The Authority is responsible for supervising institutions which provide retirement benefit products and services.

 

Job Summary:   The Procurement Officer will participate in the procurement, disposal and inventory management function in the Authority.

 

Key Duties and Responsibilities:

  • Follow up with the user departments on initiation of procurement and disposal processes and on submission of technical inputs to the statement of requirements.
  • Follow up orders placed with suppliers to expedite the delivery of the required items and prepare periodic reports on procurement activities accordingly.
  • Prepare and publish bid notices (adverts) and issue approved bidding documents.
  • Participate in pre-bid meetings, site visits, clarifications, bid closings and bid openings for procurements and disposal.
  • Create and maintain procurement/disposal action files for each procurement/disposal
  • Carry out periodic market researches
  • Preparation and dispatch best evaluated bidder notices and other PDU correspondences
  • Issuance and receipt of bids
  • Manage the preparation and placement of advertisements for procurement and disposal opportunities and guide suppliers on the bidding procedures.
  • Coordinate Assets Valuation
  • Manage all micro procurements



Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s (Honors) degree in Procurement, Economics, Logistics, Business Administration, International Business, Supply Chain Management.
  • CIPS Level 05 certificate will be an added advantage
  • At least two years of experience as Procurement Officer in a reputable organization.
  • Contract and supplier management

  • Communication skills
