Johanniter-Unfall-Hilfe e.V. is a German Christian non-governmental organization, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting mostly health projects worldwide.
Job Summary: The national Logistics and Procurement Officer will be responsible for the logistics management of Johan-niter’s program in Uganda. Based in Kampala with frequent work in the field (about 60 – 70% of the time), the Logistics and Procurement Officer will be accountable for all logistics matters related to the Johanniter programs in Uganda.
Key Duties and Responsibilities:
Strategy and Vision:
- Actively supports the values of Johanniter and shapes work accordingly
- Contributes to the development and implementation of the global strategy of Johanniter International Assistance
Logistics:
- Cross-checks/controls logistics and supply demands and ensures documents are compliant with Johanniter’s procurement procedures, government obligatory regulations and donor guidelines. Ensures all supporting documents are available.
- Ensures compliance with Johanniter’s procurement procedures, government obligatory regulations and donor guidelines. Ensures all supporting documents are available.
- Provides support to partner organizations in the implementation of project-related procurement processes, follows the relevant Johanniter and donor guidelines, and trains the partner organizations’ logistics staff in this area
- Procurement: management of procurement processes and adherence to Johanniter and donor rules and regulations; management of emergency stocks; inspection of quality of received goods; provision of list/database of pre-approved suppliers
- Shipping (Supply Chain): organizes exemption letters, ensures tracking of procurement and post-delivery inspection; provides waybills, ensures sending of items to / receiving from field
- Storage/Warehousing: checks quality and reinforces stock management systems, procedures & routines controls and reporting on diesel consumption for generators, vehicles, motorbikes; stock management of drugs and other supplies.
- Fleet management/transport: management of vehicle use and servicing; provides incident/accident reports, assess vehicle documents & roadworthiness of cars; train drivers (if applicable)
- Maintenance: maintains vehicle, generator and residences / field offices (if applicable)
Log & Proc Officer
- Equipment: monitors and regularly inspects asset/inventory register; ensures asset repair; trains staff on use of assets/equipment
- Communication: monitors internet provision; explores needs and costs of security communication; IT
- Manages team accommodation during field trips
Procurement:
- Manages procurement processes and adheres to Johanniter and donor rules and regulations
- Monitors procurement plans and procurement (incl. checking quotations and monitors the prompt-ness of procurement)
- Creates, launches, assesses and awards tenders in a fair and open manner adhering to Johanniter and donor rules and regulations
- Supports budget planning of programs and logistics requirements
- Oversees the list/database of pre-approved suppliers
- Inspects quality of received goods
- Provides waybills (and confirmation from fields), including goods receipt
- Contracts/Procedures/Filing/Reporting
- Maintains all contracts and ensures that they are up to date
- Maintains all country documentation and ensures that all documentation is current
- Designs, rolls out, implements and monitors logistics procedures, SOPs and guidelines, improves and maintains filing systems, user manuals and record keeping
- Weekly (RfP tracker, waybills, etc.); monthly (assets, stocks, etc.), quarterly, annually reporting
Other:
- Assists the Head of Mission in security management
- Represents Johanniter in relevant forums and networks
- Regularly coordinates all above mentioned aspects with the Head of Mission and the Programme Manager
- Assists the country office team in translating guidelines and templates
Qualifications, Skills and Experience:
- The ideal applicant must hold a Relevant Bachelor’s Degree from a recognized university (preferably in Logistics/Procurement)
- minimum of three years Logistics/Procurement experience in the field of humanitarian aid / development cooperation
- Experience in working with institutional donors
- Ability to write reports and Standard Operating Procedures
- Work experience with NGOs would be an asset
- Experience with capacity building of junior staff/partners
- Logistics & Procurement Management
- Knowledge of information technology desirable
- Excellent reporting and computer skills
- Fluency in English with excellent verbal and written communication skills;
- Cultural sensitivity and team competence
- Sense of delegation and commitment to local capacity building
