Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively.

 

Job Summary:  The Project Officer -Disaster Preparedness & Response will take an active part in the implementation of the DG ECHO funded project that aims to enhance disaster preparedness and response activities to reduce the impact of sudden epidemics, refugee influx, or natural disasters and secure a quick and efficient local first responders. The project will support first responders such as Local and District Disaster Management Committees, local NGOs, and other local resources in Adjumani and Amuru districts. The project officer will work closely and coordinate with the local responders and other key stakeholders such as Disaster Management Committees, Office of the Prime Minister, DDR platforms, and District local government offices and institutions at the district level, securing a strong link to the first responders, as well with the Consortium partners (DCA, URCS, CAFOMI, CSBAG).

 

Key Duties and Responsibilities:

Project Implementation and Management

  • The project officer will be responsible for the implementation of the project interventions including community mobilization and ensuring that the project integrates refugee and host community approaches;
  • Closely follow up on the day-to-day implementation of disaster preparedness project activities and take corrective action to achieve key result indicators on disaster preparedness and other project targets and goals as specified in the work plan and log frame;
  • Coordinate with other stakeholders including the DDMCs to profile hazards and update the district contingency plans;
  • Attend disaster preparedness coordination meetings on a monthly, quarterly, and bi-annual basis;
  • Contribute to the development or review of M&E tools to capture key project deliverables (indicators, activities) outlined in the project document;
  • Ensure quality of project outputs through regular supervision and monitoring exercises at the project sites;
  • Organize and facilitate workshops to ensure that lessons learned and good practices from disaster management in the region are compiled and used to improve future planning, programming, and implementation;
  • Provide advice and guidance to partners to ensure project beneficiary communities are participating as equal partners in the design, monitoring, and evaluation of projects;
  • Manage, train, and build the capacity of the disaster preparedness assistants under your supervision;
  • Coordinating and participating in advocacy events at the national and local levels in close collaboration with local partners;
  • Ensure quality of project outputs through regular supervision and monitoring exercises to the project locations Provide timely and high-quality project progress reports;
  • Develop effective relationships, communication, and coordination with partners and other stakeholders through close interaction and consultations;
  • Contribute to the development of funding proposals to ensure the availability of adequate financial resources for activities beyond the current project;
  • Facilitate baseline and end-line surveys with support from the monitoring and evaluation team on Disaster Preparedness and Response;
  • Document lessons learned, best practices, cases studies, and support knowledge management;
  • Provide recommendations and show initiative in the improvement of the work process if needed.

Leadership

  • Manage, train, and build the capacity of Disaster Preparedness and Response Assistants;
  • Participate in regular sector heads meetings;
  • Supervise the performance of the Disaster Preparedness and Response assistant and provide timely technical and managerial support;
  • Ensure, in liaison with Team Leader that the team operates in a secure environment and complies with security procedures and policies;
  • Ensure optimal use of human resources, including promotion of teamwork and securing adequate training of staff, and promotion of talented staff.

Reporting and accountability

  • Maintain an open dialogue with the beneficiaries to promote transparency and accountability including contributing to and implementing the Core Humanitarian Standards (CHS);
  • Identify, document, and disseminate best practices gained from DPR interventions;
  • Share the responsibility to maintain refugee community participation mechanisms in settlements or host villages to ensure that the voices of men, women, boys, girls, and groups with specific needs are heard and represented.

Representation and coordination

  • Develop and maintain positive working relationships with LWF staff, Consortium staff, national and local authorities, international and national organizations as well as technical focal points in food security and livelihoods, coordinate all planned projects with other partners (IPs), OPM, and donors to ensure consistency with cluster priorities;
  • Represent LWF in the relevant sector working clusters and coordination structures with OPM, donors, and NGOs in agreement with the team leader.

Any Other duty:

  • Undertake other related duties as may reasonably be assigned by the Supervisor




Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s degree in development studies or relevant field of studies from a recognized institution;
  • Four years of work experience in humanitarian and development projects preferably in refugee/IDP setting and host community;
  • Demonstrated community mobilization/development skills;
  • Experience in Monitoring & Evaluation of development and humanitarian programs.
  • Good problem Solving, Decision Making, interpersonal, communication, and negotiation skills;
  • Ability to work under pressure to meet tight deadlines;
  • Good teamwork with good communication skills;
  • Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
  • Fluency in English, both written and verbal; Information Technology (MS Office, Internet);
