ACORD-U (Agency for Cooperation in Research and Development – Uganda) is an indigenous Non Governmental Organization (NGO) working for social justice and development. ACORD has been working in Uganda since 1979 with operations in over 25 districts across Uganda. The ACORD-U works in conjunction with people who have been denied their basic rights, helping to better understand, to challenge, and to change the situation in which they find themselves.
Job Summary: The Procurement Officer will support local procurement activities and processes to acquire goods and services for ACORD Uganda main and field offices.
Relationship with others: The Procurement Officer will be working in close collaboration with the Human Resource & Administrative Officer, Finance Assistant, Finance & Administration Manager, Director of Programmes and other administrative and project staff.
Key Duties and Responsibilities:
- Support fully compliant procurement systems and operating procedures to ACORD’s policies, donor regulations, and local statutory requirements.
- Support the administrative department to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods and services.
- Coordinate the sourcing process to ensuring the best value for money through market research, solicitation, bidding process facilitation, negotiation, contract/purchase order and other documents preparation.
- Communicate with other procurement staff and various program and operations units to coordinate and track goods/services delivery and receipt and provide updates on the status.
- Coordinate with the administration department to confirm that goods/services delivered are what have been ordered in the correct quantities and quality, they arrive on schedule and at the right cost.
- Maintain correspondence and constant contact with suppliers to follow up on the execution of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assist with contract/purchase order modifications.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in Procurement and Logistics Management, Business Administration, or other relevant degree required.
- One year of experience working in a related position.
- Knowledge of international and national procurement regulations and local market conditions.
- Microsoft Office skills
- Knowledge of national procurement regulations and local market conditions.
- Knowledge of contract terms, as well as ability to successfully complete purchase orders against specifications.
- Good planning and coordination skills and ability to prioritize competing priorities effectively
- Good analytical skills with ability to make independent judgment and decisions
- Good negotiation, communication, and relationship management skills
