Job Summary: Responsible for strategic clinical relationships with consultants and other (Multi-Disciplinary Team) MDT members and Heads of Department. Ensures all clinical programs are in compliance with all applicable regulations. Advises non-medical management on clinical and patient related matters and policies. Manages all departmental function and ensures the efficient use of financial, human resources, equipment and supplies therein. Manage the cost, delivery and quality of the hospital’s health care services. Oversee planning and directing all aspects of the medical policies, standards, and programs. The above to be done by facilitating liaison between the Chief Executive Officer and the different department heads of the Medical division specifically – Internal Medicine, Critical and Rapid Response, Laboratory, Pharmacy, Radiology, Surgery, Pediatrics, Obstetrics and Gynecology and Responsible for direct supervision of the following Units: Biomedical, Physiotherapy, Nutrition, Medical Records, Consultants’ Plaza, Cardiology & Cath lab, Quality Assurance and Medical Officers.
Key Duties and Responsibilities:
- Review and monitor staffing levels and performance of the units under the role holder’s direct supervision
- Evaluate clinical practice of specified disciplined and review clinical records to ensure standards of care and quality of services are provided in accordance with quality assurance. Develop and implement NH performance improvement and quality assurance activities for all medical departments in collaboration with the Quality Assurance Officer. Ensure that the Hospital is in compliance with all legal and regulatory standards as per MOH and Medical Council.
- Prepare and monitor the budget components for the clinical departments in liaison with the Heads of Department. Perform analysis of financial information, reporting trends and patterns; prepare corrective action plan as necessary. Keep CEO updated monthly on this.
- Facilitate the team process including the interdisciplinary communication and negotiation skills. Assist teams in development of team goals and standards; evaluate the educational and competency needs of staff.
- Manage and resolve concerns encountered by personnel in the development of objectives and goals, physical facility, equipment and apply need, organizational structure, work distribution and operations process. Serve in rotation as administrator on call.
- Conduct performance evaluations for Unit leaders and ensure Medical Department Heads and their teams are appraised bi – annually.
- Identify and respond to clinical and operational issues within assigned departments
- Directing and participating in the clinical committees and ensuring effective functionality in each of the clinical areas.
- Oversee and coordinate daily running of your section activities
- Develop primary goals, operating plans, policies and short- and long-range objectives for your section – implement this following management team’s approval.
- Ensure section / departmental structure has been established and delegate authority to appropriate personnel.
- Liaise with the SMT, department managers, team leaders, staff members, consultants as well other external groups / people on departmental and organizational issues.
- Manage clinical, professional, clerical and administrative staff accordingly, especially monitoring departmental managers and team leaders to ensure aspects of their job descriptions are followed.
- Manage the recruitment, selection, appraisal and development of staff in your department.
- Implement new policies and directives in line with the organizations vision and philosophy.
- Set budgets and maintain finances within agreed cost center levels for your sections
- Plan and implement strategic changes to improve service delivery
- Attend set SMT, MMT, MAC Section, PSEC departmental meetings and the drugs & therapeutic committee
- Deliver reports / presentations as required by the CEO
- Make sure the organization and respective service centers have valid annual operating license.
Qualifications, Skills and Experience:
- Medical Doctor with an undergraduate Medical Degree
- Post Graduate Qualifications in Health Care Management
- Clinical and Administrative experience of five years and above in a similar environment
- Excellent written and verbal communication skills
- The ability to obtain complex medical information from those whose first language may not be English.
- The ability to work as a pivotal member of a team comprising medical and non-medical colleagues.
- The ability to maintain a compassionate and understanding approach even under pressure.
- To be able to make rapid assessments of risk and start treatment, transfer or other remote intervention.
- To be able to communicate their decisions and the reasoning behind them to the patient and other parties.
- To develop an understanding of the commercial and corporate structures and operations the hospital and of our clients.
- Good and demonstrable leadership and management skills
