Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively.
Job Summary: The Project Accountant ensures that accounting systems are maintained to provide the information required for planning and monitoring and reporting for Sub program operations, safeguarding assets, discharging liabilities and legal responsibilities, in accordance with the LWF Uganda policies and budget provisions.
Key Duties and Responsibilities:
- Reviews periodically existing internal finance and accounts control systems, and where necessary consults the Finance Manager, Deputy Finance Manager and Senior Accountant with a view to improving efficiency and effectiveness of current policies and procedures.
- Controls expenditures at Sub program level in consultation with the Sub Program Managers, Section heads, Project Officers to ensure that they are made in line with donor requirements and established LWF Uganda guidelines, procedures, cash flow projections requests, and availability of funds;
- Prepares all Sub program transaction summaries and ledger entries for posting to the SAGE accounting system, and ensures that the account records for all Sub program financial transactions of the projects are updated daily in line with LWF/WS financial procedures and guidelines.
- Prepares and submits realistic and timely cash flow projections to the Finance Manager in consultation with the Project Managers, Sub Program Manager, Section heads, Project Officers and notifies the Finance Manger of impending cash flow shortages.
- Prepares monthly management and financial reports for the Sub program (including cash analysis, bank reconciliation statements, and monthly income and expenditure statements of the project), and submits such accounting information to LWF Head Office, to enable the production of monthly program financial reports for submission to the donors and LWF Headquarters, Geneva.
- Ascertains that vouchers and claims at the Sub Program level are correct, with appropriate supporting documents attached before submitting them for authorization or endorsement by the Sub Program Accountant or Team Leader/Sub Program Manager.
- Reviews purchase orders and draft contract agreements initiated by Section heads, Project Officers, Project Managers, Sub Program Accountant, Team Leader/Sub Program Manager and checks them against funds available prior to approval.
- Prepares budgets at Sub Program level and verifies their accuracy and suitability with Section heads, Project Officers, Project Managers and Sub Program Accountant.
- Prepares regular financial updates to guide Section heads, Subs Program Managers, and Project Officers on Sub Program implementation and expenditure, and checks the weekly financial monitoring statements prepared by the Accounts Assistant before presenting to the Sub Program Accountant.
- Supervises the Assistant Accountants and Accounts Assistants;
- Checks cash and bank books on a daily basis to establish funds position, and carries out spot checks on the Accounts Assistant’s activities, and ensures cash-at-hand corresponds with book balance prior to signing the cash balance form at accounts close of business;
Qualifications, Skills and Experience:
- The applicant must hold a Bachelors’ Degree in Business Administration or commerce with accounting bias is essential.
- Partial professional accounting qualification (ACCA, CPA, etc at least level II)
- At least three (3) years relevant working experience in working for International NGOs in a humanitarian and development setting
- Computer literacy and proficiency in accounting software package(s) e.g SAGE.
- Knowledge of International NGO donors and their financial reporting requirements
- Strong team building skills
- Organized and methodical.
- Independence, objectivity and integrity;
- Demonstrated ability to thrive in a matrix management environment;
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
Desirable
- Knowledge and use of accounting software (Preferably SAGE). A Certificate in supervisory skills, people management and/or leadership skills.
