Job Summary: The Programme Officer Resilience will contribute to CAFOD’s involvement in the East Africa region in line with the agreed Kenya & Uganda Core Programme and Programme Strategy by taking lead on the day-to-day management of CAFOD-supported programmes and partnerships.
Key Duties and Responsibilities:
- Programme management and development in line with the direction set by the Kenya & Uganda Core Programme and Programme Strategy: in co-operation with partners, lead on the day-to-day developing and managing CAFOD supported long-term development programmes and emergence response relevant interventions through an Integral Ecology Approach.
- Managing effective relationships with partners: developing and nurturing partnerships and providing or facilitating capacity development support, where appropriate.
- Financial management and monitoring of programmes and projects: developing and managing budgets, and monitoring expenditure in line with CAFOD agreed parameters and policy guidelines; ensuring compliance with agreements, regulations and requirements attached to our work; and complementing partners’ thematic understanding of our Core Programme.
- Internal and external representation: Representing CAFOD internally and externally, working towards a common purpose with colleagues in CAFOD in co-ordination with the Country Representative, as appropriate.
- Systems and compliance: ensuring the effective use of CAFOD’s systems to share programme knowledge and inform decision making. This includes ensuring compliance with agreements, regulations and requirements attached to our work.
- To complement partners’ thematic understanding of and contributing to the development of Feedback & complaints mechanisms at partner and community level and other relevant interventions that bring about positive change, Safety, Access, Dignity and Inclusion (SADI).
Qualifications, Skills and Experience:
- Thematic knowledge and experience in two or more of the following: Resilience, Food security/Livelihoods, WASH, Peace building & Governance, Emergency Response in the East Africa region.
- Clear understanding of policy issues and international and national legal laws impacting development and humanitarian context in Uganda.
- Understanding and experience of institutional funding priorities, trends and donor conditions.
- Experience using programme cycle management tools effectively to deliver work within an agreed programme framework.
- Experienced in working with and committed to developing the capacity of local partner organisations / National NGOs.
- Understanding and experience in programme and project financial management.
- Ability to learn and adopt on-the-job, and an interest in learning about varied contexts, issues, strategies and approaches related to CAFOD’s programming.
- Ability and willingness to travel (approximately 12 weeks per year), sometimes at short notice and to areas of potential risk.
- Language: Fluency in English.
