Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively.
Job Summary: Under the guidance of the Support Services Manager, the Logistics officer will head the logistics team in operational matters relating to fleet management and general logistical needs while maintaining stipulated standards. The logistics officer will work in close collaboration with the project officers and the warehouse officer to ensure that operations are running efficiently.
Key Duties and Responsibilities:
- Authorize the movement of vehicles leaving the office compound and ensure that they are using the authorized movement plan and mission orders.
- Ensures that every driver understands and signs the vehicle control policy signifying that they understand it and are willing to adhere to its provisions.
- Adheres to a car parking policy that defines who can use the vehicle, at what time, for what purpose, and when the vehicle must be parked.
- Ensure that all staff going on a mission have approved mission orders, prior to the mission, and close mission orders after each mission.
- Ensures motor vehicle/cycle keys are issued to the drivers/riders and maintains a register/log of all keys issued and ensures that keys are returned by staff as and when required;
- Supports fleet Management to ensure that movement of vehicles and repairs comply with regulations and policies.
- Take lead in booking for repair/service with an approved service provider/mechanical workshop to confirm all the required parts are replaced after the service;
- Regularly inspects every vehicle physically and by driving it in order to establish its mechanical condition and roadworthiness.
- Implements set procedures for effective vehicle usage while minimizing costs.
- Maintains a productive relationship with suppliers of vehicle/cycle repair services, fuels, oils, and spares and coordinates regularly with the procurement function.
- Actively participates in selecting service provides for the supply of fuel, lubricants, and repair of motor vehicles/cycles in consultation with procurement.
- Take lead in preparing the monthly report for fuel consumption, repairs, and the distances covered by all motor vehicles and cycles.
- Work closely with the human resource, participates in the selection of qualified drivers and supports the induction of new drivers to settle well and better understanding of the organization’s set standard of operational procedure.
Project Planning;
- Take the lead in organizing the weekly transport planning meeting;
Staff Management:
- Assists in the implementation of performance management processes and regularly sets smart targets for drivers and conducts effective appraisals with a clear objective.
- Support the team in organizing training, coaching, and mentorship to enhance better staff performance.
- Maintain /improve the overall performance of logistics operations;
Financial management / Budget Monitoring & Control:
- Take lead in effective logistics budget development
- Keep track of logistics budget through tracking every activity implemented
- In consultation with finance review the financial management report on a monthly basis to ensure no over expenditures are recorded in the logistics budget lines as a result of posting errors.
Project Monitoring, Evaluation, and Reporting:
- Oversees a system for monitoring and tracking the distances and relates them to fuel usage through the vehicle tracking system (VTS).
Others:
- Performs any other relevant duties that may be assigned from time to time by the senior administrative officer or his/her designate.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Degree in Fleet and logistics management, business administration/ logistics management of comparable training;
- Hold a valid driving permit class of CM, DL;
- Three to four years of experience working in logistics preferable with INGO or in a reputable firm/public body.
- Good understanding of motor vehicle repair;
- Basic training on health and safety;
- Good problem Solving, Decision Making, interpersonal, communication, and negotiation skills;
- Ability to work under pressure to meet tight deadlines;
- Good team worker with good communication skills;
- Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
- Fluency in English, both written and verbal; Information Technology (MS Office, Internet);
