Job Summary: The incumbent will serve as a Laboratory Manager for JCRC located at its principle laboratories and offices within for the Joint Clinical Research Center (JCRC) located at Plot 101, off Entebbe Road, Lubowa Estate at its principle laboratories and offices within Wakiso near Kampala.
The Laboratory Manager will serve and train under the immediate supervision of the Director
Laboratory Services. The incumbent will report to and work closely with the Director Laboratory Services to ensure that the employees perform their duties in accordance with the requirements of the study protocols, GCLP, CAP, ISO standards and QMS requirements of JCRC Laboratories and beyond. The incumbent’s primary responsibility will be to manage and ensure the proper functioning of all daily activities within the laboratories. Which includes staff management and ensuring that JCRC policies together with Laboratory policies and SOPs are followed as stated. Additionally, he/she is expected to help learn new technologies and transition them into the scope of work in the JCRC Laboratories. This position will require the incumbent to be knowledgeable in all laboratory activities as well as other Institutional activities that pertain to the laboratories and its scientific development. The incumbent may be required to assist the senior staff/Heads of sections in teaching new technologists/technicians and trainee/volunteer students in laboratory practices.
Key Duties and Responsibilities:
- Supervise the daily functioning of the JCRC laboratories and all ancillary activities to ensure that work is performed in a timely manner as well as meets the quality standards. Ensures that turn-round-times (TAT) are met.
- Ensures review of all data generated by the laboratories including daily quality control (QC) charts once the individual section heads have reviewed and guide or help where necessary. Ensures issues and troubleshooting are dealt with promptly and corrective actions noted in the correct manner.
- Generate, oversee and advise on the monthly staff schedule in liaison with the Lab department heads for all laboratory activities, and ensures that the entire scope of JCRC activities are covered and completed on schedule. Also oversee the lab staff shift schedules and public holiday cover.
- Perform regular staff appraisals/evaluations together with the Director Lab Services or with the Heads of departments according JCRC policy. And Liaise with the Human Resource Manager (HRM) in the maintenance of leave schedule.
- Oversee research projects and trainings as needed and liaise with the Director Laboratory Services, Study Coordinators and all the relevant staff ensuring that research project/protocols are run smoothly.
- Keep knowledgeable with studies associated with the scientific mission of the JCRC and up to date on new technologies and relevant assays.
- Work with Safety officer to ensure that the laboratory maintains a clean and safe working environment. The laboratory should be free of clutter and hazards. All hazardous waste should be disposed of in an appropriate manner as stipulated in the Safety manual and SOPs. The Laboratory Manager should coordinate these activities with the Laboratory Safety Officer to ensure laboratory safety program is adhered to and appropriate trainings performed in a timely manner.
- Serve as the technical point of contact for visiting scientists, common students, or other individuals specifically visiting the laboratories. The Director laboratory Services is the initial and senior contact for visiting personnel.
- Oversee all laboratory supply needs in coordination with the Logistics Officer, Director lab services to ensure that at all times, supplies are available for use in the Laboratories.
- In coordination with the Laboratory QA/QC Manager, maintain and enforce all policies and standard operating procedures (SOPs) as well as equipment maintenance and troubleshooting.
- Assist the Director Lab Services with management and laboratory meetings, Budgeting, contracts renewal and billing as may be needed.
- Oversee the shipment of samples to relevant projects is performed in a timely manner. Communications between the Lab Senior staff and the shippers is key.
- Demonstrate a cooperative attitude in relationships with co-workers and other personnel and also meets or exceeds Quality Assurance levels of the JCRC laboratories.
- Ensure communications between management and staff are fluid and understood at all times. Is impartial to individual needs, focusing on the laboratory’s functionality, while maintaining a pleasant, but professional attitude to all lab staff.
- Maintains confidentiality of staff, and study participants or patients’ results and all JCRC operations.
- Other duties as may be assigned.
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s degree in Bio/Medical Lab Technology/Science with ten (10) years of Lab experience and MSc. in Bio/medical Sciences or related science laboratory field, with at least 5 years of laboratory management experience.
- Registration with the Allied Health Professional’s Council (AHPC).
- Ability to professionally communicate in writing and verbally or other means deemed appropriate.
