Job Summary: The District Health System Officer will provide strategic technical health systems strengthening support at the district level towards strengthening the whole-of-government approach to planning implementation, monitoring, and reporting; delivery of integrated people-centered health service delivery in both the development and emergency contexts; and achievement of healthy lives and well-being (sustainable development goal 3) and health security.
The incumbent will work under the overall guidance of the WHO Representative and immediate supervision of Team Lead District Management.
Key Duties and Responsibilities:
- Function as a focal person for district health systems strengthening in Iganga and Mayuge district;
- Provide technical support and guidance to the Chief Administrative Officer and District Health Officer on innovations towards better health service delivery
- Working together with CAO and DHO strengthen the efficiency and accountability mechanisms at the different levels of the District structure
- Support the District Health Teams (DHT) in generating District specific Data to inform the development and emergency plans for delivery of integrated people-centered health services and public health emergency prevention, preparedness, response, and recovery at the district level.
- Supervise, and monitor the implementation of interventions by all programme areas and units at the district level and report progress of implementation to the WHO Uganda Office;
- Organize and facilitate coordination of Partners and undertake partner mapping within the Districts for improved efficiency and promote a whole-of-government approach to planning, implementation, and reporting, as well as access to quality primary care services for the population.
- Support the implementation of standards for the design, organization, and functional health system programming and operation of district health systems based on primary health care, supporting universal health coverage;
- Coordinate the planning and implementation of the technical activities on improving the capacity of health workers in the delivery of essential health services along the life-course, quality of care, strengthening referral pathways, and health information system generation, reporting, and use.
- Supervise, and monitor the implementation of interventions aimed at strengthening reproductive, maternal, newborn, child, and adolescent health (RMNCAH) at the district level and report progress of implementation to the WHO Uganda Office;
- Perform any other incident-specific related duties, as required by the functional supervisor/ WHO Uganda
Qualifications, Skills and Experience:
- The applicant for the District Health System Officer job placement must hold a first university degree in public health, health systems/services administration, health management, or health-related field from an accredited/recognized institute. Post-graduate degree in Public Health or other allied fields is desired
- A minimum of five years of professional experience in health service delivery at the sub-national level, and experiences in project management.
- Working experience with intergovernmental agencies at the national and sub-national level on health systems strengthening/ health emergencies/ monitoring and evaluation will be an advantage.
- Expert knowledge of written and spoken English and working knowledge of the local language will be an asset.
- Proficiency in computer applications and ability to draft reports, and ability to monitor and communicate progress in terms of process and results.
