Job Summary: The purpose of this role is to manage, lead and provide technical support to UNICEF Uganda’s support to the Ministry of Health (MoH) and partners in development, implementation and resource mobilization for Primary Health Care and Community Health Information Systems CHIS, a priority intervention outlined in the Government of Uganda (GoU) UNICEF Rolling Work Plan (RWP) 2021 – 2022. The CHIS role will assist UNICEF Child Survival and Development (CSD) programme teams in the identification, assessment and integration of CHIS into routine PHC and emergency health programming; strengthen internal capacity to implement CHIS initiatives; identify and engage with government, key partners and donors in Uganda, the region and globally; and maximize potential for the scale-up and sustainability of CHIS through for example resource mobilization and integration with other systems. The Health Specialist is expected to work closely with UNICEF Uganda sections such as CSD, T4D and Communication, MoH, UN agencies and partners as well as UNICEF’s Southern East Africa Regional Office (ESARO) and headquarters (HQ) in New York.
Key Duties and Responsibilities:
- Lead and provide technical and programmatic support for integrated implementation of CHIS.
- Technical support in the design and implementation of Community Health Information Systems
- Solution procurement and evaluation
- Design thinking
- Successful project management, team coordination and reporting of the UNICEF-RF iCOHS initiative
- Lead and provide technical and programmatic support for the implementation of the Primary Health Care approach using Child Friendly Communities framework in Uganda

Qualifications, Skills and Experience:
- An advanced university degree (Master’s or higher) is required in Public/ Global/ International Health, International Development, or related field.
- Required: – A minimum of five years of professional experience progressively responsible for the development and implementation of Primary Health Care, Community Health Information Systems and digital (mobile phone and other technologies) at national or international level.
- Experience with results-based management, including development of log-frames and theories of change.
- Desirable – Experience with implementing RapidPro and other global public good technologies such as iHRIS.
- Prior experience working with a multilateral or UN organization.
- Experience implementing CHIS and digital health interventions in the Africa region.
- Knowledge of the Uganda context.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
