The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 36 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

 

Job Summary: Reporting to the Arua-based Program Manager, the Imvepi-based Team Leader will be responsible for overseeing and implementing the project’s social protection and social capital components. Specifically, the position will oversee 5 Project Officers, who will collectively be supporting a team of 32 community-based mentors. A fundamental component of the GA, the mentors are trained in a holistic set of soft skills ranging from psychosocial support, crisis intervention, building healthy relationships, constructive coping mechanisms, how to build awareness of key social, protection and health issues, and basic knowledge of livelihoods and financial literacy skills. To successfully support the Project Officers and mentors, the Team Leader will be expected to have a generalist skill set, with demonstrated experience in social work, protection and community mobilization.

 

Key Duties and Responsibilities:

Management and Coordination:

  • Overall responsibility for the recruitment and daily management of the West Nile-based Project Officers and mentors, including ensuring positive and collaborative working relationships in line with DRC’s Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
  • Lead the implementation of DRC’s field-level activities associated with the project’s social protection and social capital components. This will entail overseeing implementation of activities related to mentoring, the establishment of social networks and linkages, social capital and core capacity building. Furthermore, the Team Leader will play a key role in ensuring such activities are implemented according to contractual objectives, ensuring the project meets or exceeds agreed targets.
  • The Team Leader will also play an important role in supporting the Program Manager to ensure the daily management of the Danida project office, including ensuring compliant financial operations and budgeting, administration, human resources, logistics, procurement and security in line with DRC and donor regulations.
  • The Team Leader may also support the Program Manager in representing DRC publicly at the settlement level, including in coordination fora with other agencies and stakeholders for matters pertaining to the Danida project.

Programming and Technical Support:

  • Provide oversight of the Danida project’s social protection and social capital components in compliance with core graduation approach, economic recovery and protection principles and best practices.
  • Design and support in conducting assessments to inform project design and adaptation, as well as identify risks and vulnerabilities, including those related to gender, age and diversity.
  • Work closely with the Economic Recovery Specialist to support in the development of concrete initiatives to respond to protection, social and economic risks experienced by the targeted populations as well as specific strategies which build upon existing assets and contribute to enhancing household-level self-reliance.
  • Contribute to the strategic direction of the project and consortium through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
  • Ensure the timely and quality delivery of all organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability.
  • Conduct monthly/quarterly project review and reflection meetings for project staff to facilitate experience sharing, learning and best practice documentation
  • Provide regular field support visits inform of field spot-checks and ensure that project activities (Training, Mentoring/Coaching etc..) are timely implemented as the implementation plan

Finance and Administration:

  • Support the Program Manager in managing the project budget associated with the social protection and social capital components of the Danida project and contribute to revision and re-alignment activities.
  • Support the Program Manager with regular updates to forecasting and budget monitoring for the Danida project.

Human Resources:

  • Manage the West Nile-based Danida team of Project Officers and mentors and support respectful and positive working relationships which allow for the effective implementation of all activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and strong, generalist knowledge in all of DRC’s core sectors, including the graduation approach, economic recovery and protection.
  • Lead site-level recruitment processes and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.
  • Collaborate with the Arua and Kampala human resources department to ensure staff performance evaluations are conducted on a regular basis.





Qualifications, Skills and Experience:

  • The ideal applicant must hold a Degree in a related field, such as social work, social sciences or development studies.
  • At least four years’ experience working in international humanitarian and/or development aid, preferably with displaced populations, and with at least 2 years in mid-level program management.
  • Technical expertise and experience in the social work, protection or the graduation approach.
  • Robust analytical and planning skills
  • Demonstrable track record of meeting or exceeding programme targets, whilst maintaining technical quality
  • Highly diplomatic with excellent political awareness and understanding
  • High-level communications and interpersonal skills
  • A demonstrated ability to build and maintain relationships with host governments, donors, partners and local organization.
  • Fluent in written and spoken English
