Key Duties and Responsibilities:

  • Review Technical documentation Computerized Maintenance and Inspection Management System (CMIMS), P&ID, PFD, Maintenance plans, Spare Parts Lists and others.
  • Prepare and deliver spare parts recommendations.
  • Ensure an effective interface with the client and the vendors.
  • Ensure that policy and Project strategy are effectively cascaded, and targets are achieved timely.
  • Oversee the procurement and delivery of all spare parts and special tooling three months prior to First Oil.

Maintenance Engineering:

  • Prepare a detailed Spare Parts Strategy and other guidance documents related to the spare parts process, considering the requirements of the Production Availability Study, Equipment Criticality review, supply chain and maintenance philosophy.
  • Ensure proper and timely entry of data necessary for the detailed definition of the spare parts in CMIMS(Computerized Maintenance and Inspection Management System ) (UNISOL) to facilitate the initial procurement of stock parts and the purchase of non-stock parts throughout the asset’s operating life.
  • Create a Bill of Materials (BOM) in the CMIMS (Computerized Maintenance and Inspection Management System) for each equipment using the technical documents provided by the EPSCC regarding spare parts and consumables.
  • Manage interfaces with the various parties (MIEC contractor, EPSCC and their subcontractors) involved with the spare parts process. Ensure EPSCC SPL are timely and correctly issued.
  • Technically verify status of all spares delivered on site and report any findings or anomalies to the contracts and procurement team.
  • Responsible for the implementation, testing and any optimization of the MMQCT (Material Master Quality Control Tool). Manage the data input via MMQCT (Material Master Quality Control Tool) for MM including any development of the tool/functional required to meet project requirements.
  • Review and validate SPF-E (Spare Parts Forms for Equipment), SPL-E (Spare Parts Lists for Equipment) SPF-R and SPL-R pilots prepared by MIEC (Maintenance and Inspection Engineering Contractor).
  • Review and validate the description SPL-E, numbering, reference to equipment and drawings • Review and validate that the correct grouping is undertaken on SPL-R.
  • Technical approval of spare parts lists (SPL), purchase requests (PR), and purchase orders on behalf of the company.
  • Ensure correct identification of Capital Stock, procured by EPSCC into the affiliate control.
  • Validate spare part selection, quantity to order and management code proposal in line with agreed spares strategy.
  • Reporting on the entire process, including the delivery schedule, so that the project can take corrective action if necessary.
  • Develop a maintenance program on all spare parts that require initial preservation for long term storage.
  • Ensure protection and prevention of degradation of spares under storage, and hence, guarantee they will be in fit-for-use condition when required through ensuring proper storage conditions and carrying out regular inspections.
  • Take note of obsolescence forecast spares, especially electronic components, provided by the vendors.
  • Ensure that the minimum requirements for documentation for each piece of equipment or component, specific parts or assembly and standard parts have been captured by MIEC (Maintenance and Inspection Engineering Contractor).
  • Ensure that selection of bidders with C&P(Contract and Procurement) department, preparation of the PO, QA/QC at delivery, preservation, shipment preparation, collecting place, packaging, tagging of boxes, are completed and reported. A Retro-planning is to be built up and updated to highlight any drift in the purchase activity the delivery progress, to ensure all spare parts are delivered by project target date.
  • Liaise with appropriate department to ensure that administrative documents are prepared properly for any Customs formalities to allow the transfer of all spare parts to the Affiliate warehouse in due time.

Quality Assurance.

  • Work with the Quality Assurance (QA) manager and the appropriate entity in the subsidiary to coordinate Quality Control (QC), shipping and acceptance testing of spare parts, as well as entering them in the inventory.

Contracts

  • Attend MIEC meetings as and when required.
  • Participate in Call for Tender for spare parts element of any MIEC contract





Qualifications, Skills and Experience:

  • The ideal applicant must hold a bachelor’s Degree or equivalent in a technical or business discipline as a minimum.
  • At least five years’ experience in Maintenance Services coordination but also with oil & gas industry background.
  • Specialist knowledge of operations and maintenance material requirements including specifications, QA/QC requirements and relevant legislation.
  • Detailed knowledge of inventory control and materials management procedures and systems.
  • Detailed working knowledge of objectives and strategies deployed in the management of stock including the design and use of SAP.
