Uganda Institute of Information and Communications Technology (UICT) is a Public Tertiary Institution established by Statutory Instrument No. 79 of October 2005. The Institute is operated and managed by Uganda Communications Commission (UCC) the regulator of the Communications Sector in Uganda.
Job Summary: The Senior Officer Quality Assurance will manage the Institute’s quality assurance systems and procedures; ensuring compliance with UICT and external quality assurance regulations and requirements. The incumbent will provide specialist advice and guidance across the Institute, collaborative partner organisations and students.
Key Duties and Responsibilities:
- Develop, and carryout monitoring and evaluation of a Quality Assurance Strategy.
- Develop and implement a Quality Assurance system for UICT services including a continuous quality assurance programme and an annual assurance programme.
- Audit operational services against expected standards and requirements across the full range of the Institute’s services to ensure compliance with external regulatory guidance notably the Quality Assurance Framework for Universities.
- Lead and conduct the planning and management of internal reviews and support and assist in the coordination of external reviews and inspections; working closely with the Deputy Principal, Heads of Academic Departments and other stakeholders to co-ordinate effective data capture and validation procedures for the production of annual monitoring documentation that form the basis of Quality Assurance review inspections.
- To lead, advise management and staff on developments within the fields of quality assurance and enhancement, answer questions from all stakeholders regarding the Q.A policy and implementation of Quality as assigned by the Deputy Principal.
- To liaise with academic managers to ensure the embedding of knowledge about, and implementation of, quality assurance activities in the academic units and advise on Quality Assurance matters in all academic programmes
- Manage the procedures for the nomination and appointment of external examiners and consideration of and response to external examiner reports
- Liaise with all Academic Departments and the Directorate of Research, Innovations and Projects so as to guide the research agenda in the desired direction.
- Develop and maintain the publication of Quality Assurance Journal of UICT.
- Represent the Deputy Principal in meetings within and outside UICT as/and when instructed.
- Design, develop and implement quality assurance and enhancement policies, strategies and systems, for both internal and collaborative provision, with an on-going appraisal of their fitness, oversee proper planning and managing Quality Assurance budgets.
- Carrying out Evaluation and documentation of the Quality Assurance Unit Progress.
- Oversee Programs and policies that promote quality and academic excellence in the Institute.
- Provide analysis, briefings, reports and detailed plans for internal reviews and assist in the coordination of external reviews and inspections.
- Coordinate and supervise all activities carried out at the Quality Assurance Unit.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Education, Quality Assurance, Management related or ICT related
- Master’s in Education, Quality Assurance, Business Administration, Management related or ICT related
- Six years of experience in higher education administration with direct experience in leading Quality Assurance or ISO activities.
- Experience of external review, inspection or audit processes.
- Experience in the management of quality systems and quality assurance frameworks, procedures and regulations in higher education.
- Experience in a professional administrative role in the management of office/student administration in Higher Institutions of Learning.
- Experience of developing, implementing and managing effective systems, policies and procedures, planning and outcome monitoring
- Experience of working across teams and departments with a flexible approach to work
- Methodical and thorough with an eye for detail
- Knowledge of higher education and awareness of current issues in the HE sector
- Ability to develop comprehensive knowledge and understanding of relevant quality assurance regulatory frameworks and requirements, and translate them into practice, providing authoritative and effective advice and guidance to staff and students.
- Excellent oral and written communication skills with the ability to prepare and deliver reports and briefings
- Good analytical skills and the ability to present quality assurance related data effectively IT skills and an aptitude to exploit a range of media for effective communication and effective administrative systems and processes
- Highly effective people management skills, with an ability to build relationships, foster an environment of trust, confidence and co-operation
- Ability to work effectively with external agencies, University and collaborative colleagues on all aspects of quality assurance and enhancement.
- Ability to effect change and develop and implement changes to processes
