Works in partnership with a number of donors, (institutional and corporate agencies) including; Norwegian Agency for Development Cooperation (NORAD), Austrian Development Agency (ADA), Grieg Foundation, ERIKS Development Partner, USAID/Bantwana World Education, European Union, AVIS Foundation, Brand Charity, USAID/Uganda Private Health Support Program (UPHSP), Terre des Hommes (TDH), Stanbic Bank Uganda, DHL – Go Teach, Madhvani Group of Companies.
Job Summary: This position will be responsible for the overall implementation of Gender, Psychosocial and Livelihoods development initiatives for Rwamwanja refugee camp and host communities, including monitoring and ensuring program quality in line with project requirements and best practices. The Project Coordinator will ensure that the objectives of the project are met in a timely manner and are being monitored and evaluated effectively; ensure that project team receive appropriate mentorship and capacity building and that a positive team spirit is fostered encouraging innovative and quality programming. He or she will directly manage and provide technical support to four staff, manage the office premises, liaise with local authorities, and contribute to program design and implementation.
Key Duties and Responsibilities:
Project Implementation and Management
- Oversee day-to-day implementation of all project activities, providing constructive supervision to the project team to implement, monitor, evaluate work plans including monitoring & evaluation mechanisms as agreed with the Program Director and in coordination with the National Program Development Advisor.
- In close collaboration with Program Director, lead the field-based team in the development of new proposals and initiatives for the Resilience Building for Refugees (ReBuilD) projects in Rwamwanja
- Support the field team in timely quality implementation, monitoring of the work plans and reporting ensuring that activities are in line with the project strategy, and reflect the commitments SOS made to the donor and the community.
- Work with Program Director and the field team to plan for future program directions in terms of beneficiary needs, new sites, and / or new programs
- Lead the review of budget vs. actual expenditure on a monthly basis with the team, ensuring timely and accurate feedback to the relevant finance department.
- Ensure compliance with SOS and donor finance and logistics guideline, including all aspects of procurement and asset management.
- Contribute to assessments, project design, and budgeting.
- Ensure the project is in compliance with SOS, donor and national requirements
Project Monitoring and Evaluation
- Ensure appropriate M&E activities are carried out regularly by the project team in all sectors (data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform project (re-design).
- Support the Monitoring Evaluation and Learning Officer to develop, adapt and implement appropriate M&E systems that enhance program effectiveness and quality.
- Support in Identifying gaps in M&E systems and make recommendations for improvements;
- Ensure timely submission of all program reports, quality of program data and proper archival of program information;
- Conduct regular meetings with project team and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified.
Human Resource Management and Development
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable team to successfully perform in their positions.
- Ensure all staff in the field site know and understand SOS Uganda HR Policies and the staff Code of Conduct. Document and address breaches of policy and disciplinary issues in coordination with the HR Coordinator in a professional manner.
- Ensure the Performance Management cycle is implemented and documented timely for all staff in the field office.
- Supervise and mentor direct-report team, including communicating clear expectations, setting performance objectives, establishing a supportive environment while emphasizing accountability, providing regular and timely constructive performance feedback, and leading documented annual and semi-year performance reviews.
- Provide direct supervision to the field office’s HR lead, ensuring recruitment, staff orientation, leave management and exit management processes are carried out timely and in line with relevant policies and procedures.
- Support field team in the implementation of personnel policies including coaching, performance evaluation, team development, and disciplinary measures.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable team to successfully perform in their positions.
Communication, Coordination and Representation
- Represent the SOS Uganda with local government authorities (administrative, sectoral and security officials), non-state actors, UN agencies, and other NGOs at the field level. Engage and or delegate to project team for sector representation as appropriate.
- Actively develop and maintain effective working relationships with key stakeholders at the district level including donors, government actors, local traditional leadership, beneficiary populations and their representatives, etc.
- Represent the SOS Uganda with beneficiaries and communities to encourage accountability to those we serve.
- Coordinate SOS Uganda project activities with relevant officials and other humanitarian agencies. Acting as the main focal point for interactions with donors and partners, including the UNHCR and OPM teams.
- Actively develop and maintain effective working relationships with all relevant stakeholders including community leadership, NGOs, INGOs, government authorities and UN agencies.
- Ensure that all ReBuild project data, including beneficiaries’ data, is shared in strict accordance with the existing Information Sharing Protocol and international ethical standards and information sharing principles
- Assist in the preparation of regular reports to keep partners and stakeholders informed of SOS Uganda’s ReBuild project activities.
- Represent the organization at task force meetings, camp coordination meetings, UNHCR coordination meetings and INGO coordination meetings.
- Ensure maximum visibility of SOS Uganda amongst the NGO community
- Draft reports and provide verbal updates to the Program Director.
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelors and a Masters degree in Development Studies, Project Planning and Management, International Relations, Gender & Conflict, Social Work and Social Administration, Social Sciences and any other relevant management or technical field.
- Proven working experience at management level in humanitarian assistance or development within an international environment, and preferably with non-governmental organizations.
- Professional experience in managing protection, Gender Based Violence, livelihoods or/and child protection projects refugee environment. Preference given to candidates with experience in more than one area.
- Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop harmonious teams in cross cultural context.
- Knowledge and experience of cooperation with governmental and international agencies in the field of refugee assistance, advocacy and emergency is essential
- Strong diplomatic skills. Ability to establish good working relationships with partners, donors and other stakeholders in a sensitive environment.
- Strong people management skills: the ability to effectively lead and supervise team.
- Advanced computer skills including Ms word processing, Ms excel, database systems, and PowerPoint.
- English fluency required.
