Uganda Institute of Information and Communications Technology (UICT) is a Public Tertiary Institution established by Statutory Instrument No. 79 of October 2005. The Institute is operated and managed by Uganda Communications Commission (UCC) the regulator of the Communications Sector in Uganda.
Job Summary: The Officer Planning will assist in the development and operationalization of the Institute’s Strategic Plan
Key Duties and Responsibilities:
- Support the development, review and implementation of the Institute’s strategic plan, annual work plans through coordinating the various departments.
- Organize and communicate the planning and reporting processes: setting timelines for deliverables and steps of the process, ensuring timely delivery of quality assured plans and reports, Identification of the agreed action points and formulate them into a Strategic Plan document for necessary approvals.
- Identify the Key Deliverables, Potential Risks and Measures to mitigate them, Key Decisions Required and stating any assumptions and dependencies in the implementation process.
- Preparing timely status reports on implementations clearly stating any significant variances to correct them for management decision-making.
- Provide technical assistance to the various Department in regard to planning and reporting functions and ensure that all staff are well-informed on the strategy of the Institute and its implementation.
- Identify and document all planning and reporting requirements into a Planning and Reporting Calendar and Participate in Sectoral and National Planning activities, and ensure timely delivery of agreed action points in the strategy.
- Prepare all required information for all stages in the development Review and approval of the UICT Budget including the Ministerial Policy Statement and Budget Framework Paper in line with the Budget Process Calendar;
- Liaise with the Finance Department to ensure the production of UICT’s consolidated budget every financial year to ensure integration between planning, programme/or service review and prioritized budget /or resource appropriation.
- Develop and present timely and accurate UICT Monthly, Quarterly, Half-Annual and Annual Reports and Oversee the systems and mechanisms that the Institute employs to report on performance of the Strategy.
- Compile, analyses data and report as may be required in the sector in line with the Government requirements e.g. National Development Plan, Government Annual/Half-Annual Performance Report, Budget Monitoring, NRM Manifesto, National Planning Authority requirements and Parliament of Uganda.
Qualifications, Skills and Experience:
- The applicant must hold an Honours Bachelor’s degree in Statistics, Quantitative Economic or Economics with Statistics or related field
- Master’s Degree in Economic Policy and Development Planning, Planning, Monitoring and Evaluation, Statistics, or a closely related field is an added advantage;
- Certification in Planning/ Strategic Planning such as Balanced Scorecard, AICP, and Certified Planner, Monitoring and Evaluation is an added advantage;
- Formal certifications/ qualifications in Computer Science/ Information Technology is an added advantage
- Three years of working experience at Officer level in a reputable organisation in planning and strategy

- Analytical Skills
- Knowledge and understanding of financial & nonfinancial data.
- Planning and reporting skills
- Documentation and report writing
- Has sufficient communication skills for effective dialogue with others
