Uganda Institute of Information and Communications Technology (UICT) is a Public Tertiary Institution established by Statutory Instrument No. 79 of October 2005. The Institute is operated and managed by Uganda Communications Commission (UCC) the regulator of the Communications Sector in Uganda.
Job Summary: The main purpose of the Human Resources Manager’s role will be to develop and implement appropriate human resources strategies as well as monitor implementation of policies, procedures and guidelines for the attraction, motivation, development, retention and engagement of a productive human resources workforce to ultimately enable the Institute improve its overall performance.
Key Duties and Responsibilities:
- Develop and review human resource management policies, strategies, procedures and terms and conditions of service.
- Prepare HR budgets and work plans and monitor their implementation
- Provide technical advice and support to all staff through interpreting and ensuring adherence to human resource policies, strategies, procedures, rules and regulations
- Assist and guide departments and units in developing their staffing strategies
- Develop, implement, and measure individual and organizational success of activities and programs for sourcing, recruiting, hiring, orientation, and retention
- Manage and monitor the implementation of the UICT performance management system and ensuring compliance with performance appraisals and guide career development of UICT staff
- Develop training policies and manage the implementation of staff training and development programmes that increase employee capability and organizational knowledge
- Design and administer systems and programs (e.g., base pay, benefits, incentive pay, leave, retirement) that support recruitment and retention efforts
- Ensure UICT’s compliance with employment laws and regulations
- Coordinate handling of staff grievances, investigations, follow up on disciplinary cases and manage Employee relations
- Identify, assess, and prioritize risks, and coordinate economic application of resources to minimize, monitor, and control the probability and/or impact of unfortunate events or to maximize the realization of opportunities
- Manage Staff records, and develop knowledge about technology uses, trends, and innovations applicable to HR’s strategic goals and lead the automation/implementation of an electronic human resource Management System
- Manage and coach the Administration department team to retain high calibre staff for better delivery of services
Qualifications, Skills and Experience:
- A minimum of a Bachelor’s Degree in a Human Resources Management, Industrial Psychology, Social Science or related field in a Business or a relevant degree.
- Post-graduate qualification preferably a Master degree in relevant fields and leading HR certifications will be an advantage requirement;
- Knowledge and skills in key HR Practices notably Talent Acquisition, Talent Management, Performance Management, HR Development, Compensation and Benefits, Industrial Relations, Organisation Design, Change Management, Job Evaluation, Communication and culture.
- Member of the Huma Resource Professional Association of Uganda
- Must be an HR professional with at least five years of experience in a similar institution or business environment in a corporate organisation.
- Proficient computer skills in using Human Resources Information Systems
- Ability to provide and monitor customer service levels and take corrective action.
- Knowledge of labour laws, court procedures, and any other relevant legislation
- Ability to execute administrative and clerical procedures and systems, designing forms, and other office procedures.
- Excellent interpersonal skills and in particular listening, communication, negotiation and time management skills.
- Experience in implementation of an ERP system would be an advantage.
- Good specialised knowledge of the business processes in the company.
- Strong Leadership qualities and Analytical skills.
- Appreciation of the cross-functional implications of an organisation as one system.
- Good team player with strong oral and written communication skills.
- Must have knowledge and experience in leading and supporting change in corporate environments
