The Private Sector Foundation Uganda (PSFU), Uganda’s apex body for the private sector, is collaborating with the MasterCard Foundation (MCF) to co-implement the Young Africa Works in Uganda – Enhancing Lead Firm Structure for Youth Employment Project. The Intervention’s ultimate goal is to create dignified and fulfilling work for young women and men and contribute to the effort to lifting Ugandans out of poverty.
The intervention focuses on creating, maintaining and sustaining growth in job markets through strengthening the capacity of actors to efficiently produce and sell their goods and services in expanded markets, developing new diversified financing mechanisms as well as growing the capacity of business leaders and their support service providers to manage and expand their enterprises.
Job Summary: Under the overall responsibility and technical supervision of the Project Director and the Deputy Project Director (PD and/or DPD), the manufacturing services specialist is responsible for promoting the development and operation of the Lead Firm Structure in the manufacturing sector. The IS/Manufacturing Services is responsible for designing strategies and actions that support producers, producer organizations, SMEs and Lead Firm(s) to increase business production, productivity and profitability and returns for all participating stakeholders in the Manufacturing sector supply or value chain.
Key Duties and Responsibilities:
- Assist and support the project director in the implementation of work plan activities relating to the Manufacturing sector, including liaison for purposes of coordination with players in the LFS;
- Be the first point of contact and spoke person within the project on matters regarding the Manufacturing sector LFS;
- Assist the Project Director in the design and delivery of training and mentoring activities for stakeholders participating in the Manufacturing sector LFS;
- Support the Project Director with drafting the terms of reference and identification of potential consultants to undertake outsourced assignments relating to the Manufacturing sector in accordance with the approved Annual Work Plan;
- Assist the Project Director in monitoring and supervision of the work of consultants, and in preparing for and facilitating meetings relating to the sector and for the Steering Committee;
- Identify policy/regulatory issues likely to affect project and sector operations and initiate proposals for solutions;
- Draft reports, concept notes and any other material on the sector for the attention of the Project Director, other Young Africa Works (YAW) partners as well as crucial point persons at the secretariat;
- Support the Project Director in maintaining contact with sector stakeholders and be responsible for keeping them adequately informed of developments;
- Carry out any other duties as the Project Director may assign.
Qualifications, Skills and Experience:
- The applicant must hold a master’s level degree or higher in economics, business management/administration, development economics, project management, international trade, or related field;
- Five years of working experience implementing investment projects in the Manufacturing sector, including in a private sector setting;
- Proven analytical skills, including the ability to interpret economic data;
- An appreciation of the workings of the Uganda industrial /economic/trade policies as well as a good understanding of private sector operations and concerns;
- An appreciation of business development and market-led approaches for development
- Overall knowledge of the economic and market environment in which the private sector is operating, including the wider East and Central African region;
- A good understanding of private sector development issues and appreciation of the role the private sector can play in economic development;
- Have a good understanding of the dynamics of the Manufacturing sector associations.
- An appreciation/understanding of the extent and effects of youth unemployment; and the social (especially gender and youth) dimensions of development;
- Good interpersonal skills with experience in networking with different stakeholders;
- Demonstrated written, analytical, presentation, reporting and computing skills and familiarity with modern communication systems (internet, World Wide Web, email etc.);
- Ability and readiness to work in a multicultural and multi-disciplinary environment;
- Good command of the English language.
