Works in partnership with a number of donors, (institutional and corporate agencies) including; Norwegian Agency for Development Cooperation (NORAD), Austrian Development Agency (ADA), Grieg Foundation, ERIKS Development Partner, USAID/Bantwana World Education, European Union, AVIS Foundation, Brand Charity, USAID/Uganda Private Health Support Program (UPHSP), Terre des Hommes (TDH), Stanbic Bank Uganda, DHL – Go Teach, Madhvani Group of Companies.
Job Summary: Assist in coordinating the organisations procurement, disposal processes and activities to facilitate acquisition of goods, services works. Support in offering quality and efficiency of procurement practices to ensure, integrity, transparency, accountability. Maintain high level compliance with the procurement best practices, procurement and disposal manual to archive value for money.
Key Duties and Responsibilities:
Procurement Planning
- Assist in preparation of national office and locations to prepare departmental and location procurement plans.
- Assist in consolidation of Location and National Office Procurement Plans for review by Procurement Officer.
Assist in coordination Procurement and Disposal Activities
- Conduct Market research on the prevailing market prices and product trends.
- Assist in the review procurement requisitions from user departments for correctness and completeness.
- Assist in preparation of tender/bid opportunities.
- Issue and Receive bidding documents.
- Assist in scheduling procurement procedural meetings (Pre-bid Meetings, Procurement Committee Meetings, Negotiation Meetings).
- Assist in preparation Procurement Committee Meeting Minutes, Negotiation Meeting Minutes.
- Assist in preparation Procurement Committee Evaluation/analysis Reports.
- Prepare and Issue Local Purchase Orders and Contract Documents.
- Issue approved contract documents.
- Ensure compliance and adherence to Procurement and Disposal Manaual.
- Support in conducting annual supplier performance evaluation.
- Support in establishment of a list of prequalified suppliers.
Payment Processing and Supplier Coordination
- Review invoice payments from vendors and compare to the terms of the purchase order or contract to ensure vendor invoices are accurate before submitting to the finance department.
- Liase with vendors to confirm receipt and status update of orders, investigate price/quantity discrepancies, coordinate the replacement, and return of unsatisfactory deliveries. • Coordinate dispatch of goods and services across all locations.
- Draft correspondences related to procurement including letters to vendors, follow up to ensure timely and safe delivery of goods and services;
Procurement Records Management
- Check completeness of all procurement and disposal records before submission for processing.
- Maintain proper documentation of all procurement and disposal records
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s Degree in Procurement and Logistics Management, Procurement and Supply Chain Management, Business Administration (Procurement Option) Or any other relevant degree plus a post graduate qualification in procurement, logistics and supply chain management.
- Level 4 of the Chartered Institute of Procurement and Supply – UK is an added advantage.
- At least two years of practical work experience in procurement, logistics, administration, preferably with an international Non-Governmental organization.
- Good knowledge of various donor procurement regulations (e.g. USAID, ADA, EU)
- Knowledge of international and national procurement regulations and local market conditions.
- Knowledge of contracting, international procurement, specifications development.
- Proficient in MS Office package (Excel, Word, PowerPoint).
