Job Summary: The purpose of the Officer Domestic payments inwards is to;

  • Attend to all aspects of inward payments i.e process inward RTGS and EFT transactions.
  • Validate and process direct debit mandates and payments.
  • Perform duty of care on cheques drawn on Stanbic Bank
  • Action all items with exceptions in the various ACH suspense queues.
  • Perform duty of care on inward cheques in GPOD as well as handling Finacle rejections and all other queues relating to inward cheque processing.
  • Capture all data pertaining to unpaid cheques in the credit analysis portal i.e CRB.
  • Process Local government payments sent through the Integrated Finance Management System (IFMS).
  • Process internal vouchers using CTTUM and HXFER forwarded by different units among which include Account Management Unit, Reconciliation, Finance, Digital channels etc.
  • Modify all inward EFT files to enable smooth uploads on FINACLE

 

Key Duties and Responsibilities:

Operational Performance

  • Check for the “Teller’s stamp” or “cheque deposit received stamp” or “Auto bank Teller Stamp” or “Bulk Teller” stamp on both the deposit slip and the cheque. Ensure that the stamp is clear and the date current.
  • Systematically and methodically examine and verify the deposited cheques to ensure that they are technically correctly drawn.
  • Ensure that the cheque is signed by the drawer; verify the drawer’s signature(s), i.e. compare the drawer’s signature(s) on the cheque with the specimen signature (s) held by the bank on the system.
  • Look for any alteration on the cheque and ensure that every alteration has been authenticated/confirmed by the drawer’s full signature(s) and according to the account mandate.
  • Examine and scrutinize the drawer’s run of account and ensure that the cheque number is in the same series as other cheques already debited on the account, and that it is not more than three leaves ahead of the latest issued/debited, (in case of a personal account); or more than a relatively reasonable number of leaves, in case of a busy business or corporate account.
  • Ensure that the amount of the cheque being examined is in line with the other cheques issued before. If the amount is bigger than what the customer usually issues, ring the drawer for confirmation. If the customer cannot be reached, send an e-mail to the drawee branch for confirmation.
  • Impress the “signature verified” stamp on each cheque you have examined to your satisfaction and whose signature(s) you have verified, and sign in the stamp and state the date.
  • Examine the cheque deposit slip and ensure that:
  • It bears the payee’s name and account number.
  • The particulars of the cheque being deposited are properly recorded thereon;
  • That the payee’s name on the deposit slip rhymes with the payee’s name on the cheque;
  • That the slip has been stamped by the receiving/collecting branch with a teller’s stamp, cheque deposit received stamp or Auto bank stamp;
  • That the date of the stamp is current
  • The amount of deposit must be in line with the earlier deposits. If it is substantially bigger than the deposits we are used to seeing on the account, ring the drawer and confirm the cheque. If it’s not possible to contact the drawer, send an e-mail to the drawee branch and ask them to confirm the cheque with the drawer. Meanwhile mark the deposit slip in red: “amount incompatible with the payee’s run of account”
  • Compare the payee’s name as stated on the cheque with the payee’s title of account on the system. Ensure that the payee’s name and title of account are in agreement; if not the deposit is rejected.
  • Examine and scrutinise the payee’s run of account and compare the amount of the deposit with earlier deposits on the account.
  • Stamp each examined, verified and approved deposit slip with “Deposit Scrutinised” stamp and sign thereon.
  • If you decide to dishonour/un-pay the cheque for any technical reason, the reason/answer for un-paying must be written in red on the cheque itself at the top.
  • You must use only standard reasons as provided;
  • You must write the date and initial against the reason;
  • Record the dishonoured/un-paid cheque in the “Un-paid cheques” register;
  • Advise the drawee branch by e-mail, giving copy thereof to the Team Leader, manager OPC (Back office), a designated officer for handling un-paids and any other officer as may be required from time to time
  • In the case of a corporate customer’s cheque, there are specific officers to whom e-mails should be sent, but under no circumstances should you ring or talk to the corporate customers whosoever.Refer all un-approved cheques to the Team leader (after recording them in the un-paid register) for perusal;
  • Promptly forward approved cheque deposits to the Team leader for on-ward submission to the processing team for capture.
  • Identify, intercept and remove any forged cheques.
  • Pass over all intercepted forged cheques to the Team Leader (for on-ward submission to the Forensic manager) [only photocopies to be sent to the depositor]

To action items with exceptions in all the ACH suspense queues for all currencies by:

  • Comparing the beneficiaries name in the system with that in the EFT file and were the two rhyme, approve the payment if not, reject the payment with an appropriate reason code from among those provided on the system.
  • Reject debit items on suspense due to insufficient funds;
  • Validate direct debit mandates coming from agent banks and companies on behalf of which the bank collects funds by use the direct debit process;
  • Scrutinise and verify customer’s signature, name and title of account.
  • Validate the customer’s contacts
  • Perform duty of care on inward cheques in GPOD as well as handling Finacle rejections and all other queues relating to inward cheque processing..
  • Upload pre authorised files in CTTUM as instructed
  • Provide full support and participation towards implementation of ONE PAYMENTS
  • Undertake positively all other duties assigned by the team leader to enable Business continuity.

Cost Management

  • Ensure cost containment of stationery, utilities expenses, overtime e.tc and identifying means to reduce costs.
  • Continuously identifying and implementing cost saving initiatives.

Resource Utilisation

  • Observe work flow and time management.

Control

  • Control fraud and losses by performing duty of care on all cheques, vouchers while adhering to bank laid down procedures.
  • Ensure that only pre authorised transactions are processed.
  • Adhere to routine control requirements.
  • Display responsibility and ownership.

 Self Development

  • Identifying training needs. Discuss personal development Plan with the Team leader
  • Adhere to leave plans.

Key performance measure

  • Same day processing of inward payments and collection transactions.
  • 100% compliance with laid down procedures and processes
  • Zero errors identified in all validated and processed transactions.
  • No repeat risk or audit finding.
  • Submission of timely recon reports and feedback as agreed.
  • Same day handling of exceptions i.e suspended items, unpaid and unapplied transactions
  • Zero items outside BAU on all suspense accounts used in unit





Qualifications, Skills and Experience:

  • The ideal applicant should have at least two years of working experience with a bias in branch operations
