Job Summary:  The Finance Officer will be responsible for providing finance and accounting services to include financial reporting, budgets development and management, financial analysis, audits, and cash management for assigned Country Office.

 

Key Duties and Responsibilities:

  • Responsible for bank reconciliations for Project accounts, monitoring all funds transferred to project activities and ensures that financial activities are in accordance with donor regulations and laws of host country.
  • Responsible for development of financial reports and analyses, including cost analysis, expense to budget comparisons, and local program, management and donor reports. Responsible for compilation of monthly, quarterly and annual report development and submission.
  • Prepares disbursement of staff salaries, allowances and regulatory requirements (e.g. taxes, pensions); ensures all operations are in compliance with local tax regulations.
  • Responsible for reviewing and approving general ledger transactions.
  • Ensures that all financial transactions and operations comply with organization policies, systems and procedures and donor requirements. Monitors project fund utilization compliance and provides training for corrective actions, if necessary.
  • Responsible for maintaining insurance cover , assets inventory settlement of rental , utility bills for the project office, coordinates the process of sourcing, purchasing and supplying goods to the project, maintains office equipment and oversees usage of vehicles, fuel and vehicle maintenance.
  • Responsible for coordination of annual external audit; preparation of required documentation and support implementation of the resulting plan of action and audit corrective measures.
  • Responsible for preparation and submission of quarterly cash forecast; ensures optimal operational and capital cash management for assigned office.
  • Provides assistance in development of operational budgets; responsible for monitoring compliance to guidelines and procedures; reviews project budgets for submission to donor.
  • Other duties as assigned.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Finance/Accounting and/or equivalent work experience in lieu of degree required. Advanced degree in Finance/Accounting is an added advantage.
  • CPA or ACCA Level 2 or higher is required.
  • Five years of related work experience.
  • Demonstrated relevant work experience in accounting, including analysis, financial reporting, budgeting, and financial software/ reporting systems. Experience in an organization with UN/EU/USG Grants Standard Provisions and Financial Requirements preferable.
  • Strong understanding of Generally Accepted Accounting Principles, International Accounting Standards, internal controls, and segregation of duties.
  • Good understanding of administrative, financial and general management principles and skilled in financial reporting, budgeting and taxes.
  • Experience and proficiency on financial software and reporting systems.
  • Proficiency in Microsoft Office Programs including Excel, Word and Outlook
  • Self-guided, strong organizational and planning skills; Ability to work independently and under tight time constraints.
  • Proven decision-making skills.
  • Strong interpersonal communicative skills; experience in team leadership and participatory management.
  • Outstanding written and oral communication skills in English; fluency in a local language desired.
