About US:
The Uganda Stop TB Partnership (USTP) is an amalgamation of organisations with a stake in the control of Tuberculosis in Uganda. Main objective is to accelerate achievements and ensure sustainability of the national Programme case detection and cure rate targets, providing accurate information about TB, Providing a platform for exchange of information, promoting advocacy, communication and social mobilisation for TB control and maintaining relations and subscribing to the objectives of the Global stop TB partnership. USTP is seeking to recruit an Executive Director to operate its Secretariat following the provisions of its constitution and working under the guidance of the coordinating Board of USTP and the Executive Secretary.
Job Summary: The Finance Officer will provide financial management technical support to programs in accordance with USTP Financial, procedures and accounting policies as guided by donor’s acceptable Financial Accounting standards. The officer will work on daily basis with the organisations staff to do resource mobilisation, develop budgets, put in place realistic finance monitoring plans, do periodic financial forecasting and review requisitions for approval. S/he will take lead in Monthly, Quarterly and annual financial reporting as required by the different donors, support teams to adhere to internal and external controls following the financial guidelines and policies. S/he shall ensures that all planned activities are implemented as per budget lines. S/he will support the continuous growth and operationalization the Finance department and USTP as an organisation.
Key Duties and Responsibilities:
- Financial management: Raise, receive and review voucher interface files and requests from the programs team for the completeness/accuracy of data, account codes and provide regular feedback
- Lead on financial planning & budget management processes by completing and consolidating the program and organizational Budgets
- Monitor budget and cash-flows by ensuring expenditures are within the budget limits, identify and provide variances explanations for management decision making
- Review and manage the mobile money transactions for the programme and ensure timely and accurate mobile reconciliations
- Support in the compilation and filing of statutory taxes and other statutory deductions legally liable to the institute.
- Lead on financial reporting by generating and reviewing financial reports for programs and share/discuss the reports with program teams and board
- Verify the accuracy and authenticity of accountabilities and other support documentations and approvals and support in the payments processing
- Carry out monthly closing process and reconciliation of general ledger accounts such as Bank/Cashbook reconciliations, payable and receivable accounts reconciliations
- Take lead on risk management by identifying internal and external audit issues and ensure that audit recommendations are implemented on a timely basis
- Identify internal controls that require improvement and suggests appropriate policy and procedure modifications for improved internal control.
- Ensure that all financial systems provide adequate audit trail and documentation.
- Ensure that all documents are archived and maintained safely and securely for the periods indicated by donors or sponsors
- Ensure quarterly updating of asset registers and monitor/manage organizational assets in accordance with USTP Financial procedures and accounting manual
- Carry out routine field visits to ascertain value for money and items reaching correct beneficiaries
- Lead on capacity building initiatives to program and finance department staff
- Support resource mobilization for the organisation.
- Ensure all paperwork is properly archived at the end of each audit.
- Perform any other duties assigned from time to time by supervisor.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Bachelor’s Degree in Commerce or Business Administration having majored in Finance and Accounting.
- Must be a fully certified public accountant or in final stages of completion of CPA or ACCA training
- Post graduate Training in Financial Management from a recognized and reputable institution is an added advantage.
- At least seven years of demonstrated experience in financial management of donor funded development projects in NGO settings from a reputable organizations is desired.
- Possesses basic computer literacy including word processing, excel, the internet and PowerPoint.
- Relevant skills in automated accounting software systems and data base spread sheets
- A good understanding of TB and Community Systems strengthening issues is preferred
- Demonstrated skills in developing and managing budgets and fiscal control principles
- Possession of good communication skills and positive attitude to team work
- Proven competences in Management, Leadership and team building skills.
