Job Title: Finance and Administration Manager VNG Country Office

VNG International is the international cooperation agency of the Association of Netherlands Municipalities. We support decentralisation processes and facilitate decentralised cooperation. We provide capacity development services to strengthen local governments, their associations, training institutes and decentralisation task forces both in developing countries and countries in transition.
About the Project:
VNG International is implementing the Sustainable Development through improved Local Governance (SDLG) Programme in partnership with the Netherlands Ministry of Foreign Affairs for the period 2022 to 2026. The Programme seeks to impact that local governments and their representative bodies shape more sustainable futures for their communities. Through institutional, organisational and individual capacity development VNGI expects an improved mandate of Local Governments in intergovernmental relationships, improved local governance in decision-making processes, policies and services, and improved leadership within the local government and Civil Society for the purpose of reaching development objectives within the thematic fields of security and rule of law, migration, climate change and water, Local Economic Development and taxation. Within the Uganda programme, the impact is expected to contribute to “a more sustainable development for those in fear of conflict, those who risk being left behind and the affected host and displaced communities”. The objective of the Programme is “a locally driven inclusive and accountable governance in 9 local governments in Uganda”.
Key Duties and Responsibilities:
- Be responsible for Country- programme financial management, reporting and budget monitoring.
- Oversee country office administration and logistics management in line with laid out procedures and guidelines.
- Prepare country programme budgets and support budget reviews, management, and financial reporting.
- Review activity budgets and requisitions in line with programme budgets and provide guidance to programme teams and thematic experts on budget performance.
- Verify programme expenditures and accountabilities submitted and follow up advances to staff and programme partners.
- Maintain an up-to-date financial expenditure sheet for all programme expenses and carry out monthly cash/bank reconciliations of all bank accounts
- Provide guidance and support Field Offices, programme partners and programme field coordinators on financial management, reporting requirements and documentation.
- Ensure compliance to and provide guidance on processes for statutory requirements and compliance (taxation, social security) as per policies and laws in place.
Qualifications, Skills and Experience:
- Relevant Accounting, Finance and Administration qualification (Finance and Accounting, Business Administration, Commerce). Post Graduate training and qualification in accounting and finance (ACCA, CPAU, CPAUK) will be an added advantage.
- Overall, the position requires a profile to support the Finance, Accounting and Administration function within the Country Programme.
- Fluent communication (orally and written) in English.
- Knowledge and a good understanding of Project Cycle Management.
- Demonstrated experience in preparation, review, management, and reporting on Multi Programme Country finances with Non-Governmental Organisations.
- An eye for details and ability to prepare, review and report on multiple programme budgets and expenses.
- Pro-active and representative attitude.
- Analytic and content oriented. g) Computer literate (Microsoft Office and accounting software’s);
- Able to work independently.
- Willingness to travel within Uganda.
